The Kansas Department of Commerce is requesting proposals for military liaison services, including consultation, research and analysis, and legislative strategy and lobbying services, with proposals due July 28, 2026 at 2:00 p.m. CDT. This is a best-value procurement with no pre-bid conference scheduled.

Minimum qualifications are mandatory: prior military service, 10 or more years of lobbying experience with federal officials in Washington D.C., knowledge of Kansas military installations and communities, and the ability to travel frequently to Kansas and Washington D.C.

The scope encompasses liaison services on force structure adjustments, military pay and benefits modifications, military value analysis impacts, infrastructure funding, and other defense-related developments affecting Kansas installations and personnel. Work is performed fully remotely with preapproved travel.

The contract term runs October 1, 2026 through June 30, 2030, with an option for one additional twelve-month renewal period. Monthly fees are invoiced following submission of activity reports; preapproved travel is reimbursed at Kansas state standard rates and GSA per diem guidelines. Bidders may propose incremental cost increases not exceeding 5% annually for Years 2 through 4. Payment terms are Net 30 days.

Evaluation criteria include cost, adequacy of proposal, bidder's understanding of the project, compliance with RFP requirements, relevant experience, qualified staffing, and proposed methodology. Questions requesting clarification are due by close of business Monday, July 6, 2026 via email in MS Word format to Procurement Officer Lily Lundy. Bidders must submit a current Tax Clearance Certificate from the Kansas Department of Revenue with their response. Vendor registration with the State of Kansas, immigration compliance certification, sexual harassment policy acknowledgment, Israel boycott certification, and telecommunications equipment certification are mandatory.
