About this opportunity
The State of Alabama, State Military Department, is soliciting bids for military HVAC service, maintenance, and repairs in Region 2B, with bids due October 5, 2026, and a mandatory pre-bid conference on September 15, 2026 at 10:00 a.m. at Army National Guard JFHQ (1720 Congressman W.L. Dickinson Drive, Montgomery, Alabama). Attendance and sign-in at the pre-bid conference are mandatory; failure to attend will result in automatic bid rejection.
The scope covers preventive maintenance, emergency repairs, and minor component replacement (belts, drain lines, refrigerant leak repairs, duct work repairs, connection repairs) across National Guard armory facilities and Air Force Reserve centers throughout Region 2B, including installations at Bates Field (Bessemer), Birmingham Armory facilities, Aubrey G. Hicks Armory (Oxford), Benjamin O. Davis Armory (Tuskegee), and Birmingham Air Force Reserve Center (Oxmoor). The inventory encompasses equipment from manufacturers including Trane, Carrier, Mitsubishi, Lochinvar, and York, with installation dates ranging from 1971 to 2024. The contract explicitly excludes new unit installations, complete system replacements, structural modifications, and renovations exceeding $15,000.
Bidders must hold certification from the State of Alabama Board of Heating, Air Conditioning and Refrigeration Contractors and the Alabama Plumbers and Gas Fitters Examining Board as a Master Gas Fitter. Minimum liability insurance requirements are $1 million auto and general liability with a $3 million excess umbrella policy, plus workers' compensation insurance. The State of Alabama must be listed as certificate holder. Bidders must provide two commercial references demonstrating five years of experience with similar facility systems.
Pricing must be submitted as percentage discounts on repair parts and labor. The initial contract term is 12 months with four optional 12-month renewals contingent on written approval from both parties at least 30 days prior to expiration. The contract is awarded all-or-none to the lowest responsible bidder. Questions are due September 24, 2026 at 5:00 p.m. Central Time. Payment terms are 30 days in arrears following invoice receipt.
