About this opportunity
The State of Alabama is requesting bids on military HVAC service, maintenance, and repairs for Region 1 facilities under ITB, with proposals due October 5, 2026 and a mandatory pre-bid conference on September 15, 2026 at 10:00 a.m. at the Army National Guard JFHQ, Montgomery. Attendance and sign-in at the pre-bid conference is required; failure to attend will result in automatic bid rejection.
Bidders must hold State of Alabama Board of Heating, Air Conditioning and Refrigeration Contractors certification and Alabama Plumbers and Gas Fitters Examining Board Master Gas Fitter certification. The scope covers routine preventative maintenance, emergency repairs, system diagnostics, and component replacements across identified military facilities in Region 1. Work is expressly limited to maintenance and minor repairs—new HVAC unit installation, entire system replacement, sheetwork removal, concrete breaking, design changes, new construction, and major renovations exceeding $15,000 are prohibited. Contractors must demonstrate at least five years' experience with chiller systems, cooling towers, and water source heat pump systems for similarly sized facilities, supported by minimum two commercial references.
Insurance requirements include $1 million minimum liability coverage for both automobile and general liability, a $3 million excess umbrella policy, and Workers' Compensation Insurance. The State of Alabama will be listed as certificate holder on all policies. Pricing must be submitted as percentage discounts on repair parts and labor entered in the unit price section of the item grid. Price escalation is permitted only if justified by documented increases in material, labor, or contract components that do not exceed industry-specific price index or CPI increases during the same period and requires written approval from both parties. Payment terms are net 30 days in arrears following invoice receipt.
The resulting contract will have an initial 12-month term with options to extend for four additional consecutive 12-month terms, contingent on written approval from both parties at least 30 days prior to each expiration date. Award will be made on an all-or-none basis to the lowest responsible bidder. Questions are due September 24, 2026 at 5:00 p.m. Central Time through the Alabamabuys supplier portal discussion tab. Any request to assign, sublet, or subcontract requires written approval from the Chief Procurement Officer.
