About this opportunity

The City of St. Pete Beach is requesting proposals from qualified vendors to provide on-demand microtransit services, with proposals due August 5, 2026 by 9:00 AM EST and bid opening at 10:00 AM the same day. The City strongly prefers proposals requiring minimal ongoing subsidy, with preference for fare recovery, sponsorship or advertising revenue models, and scalable service levels based on demand; creative cost-effective approaches including electric vehicle solutions are encouraged.

The scope is turnkey microtransit operations within city limits, including vehicles, drivers, scheduling technology, customer service, data reporting, and coordination with the City. Service must operate Monday through Sunday, 6:00 AM to midnight, with on-demand, app-based and phone-based booking; curb-to-curb shared-ride trips; ADA-compliant vehicles with GPS tracking; and driver background checks and training. Proposers must comply with Florida prevailing wage laws and E-Verify employment eligibility verification requirements.

The anticipated contract term is five years with two optional one-year renewals. Performance bonds equal to 100 percent of the contract amount will be required if contract value exceeds $100,000. Proposers must submit signed and notarized proposals, completed fee schedules with all proposal costs clearly identified (startup, annual operating costs, and revenue assumptions), current proof of insurance, surety bonding capacity letters up to $10,000, and references.

A non-mandatory pre-proposal meeting is scheduled for July 15, 2026 at 10:00 AM via Teams. Written questions are due July 29, 2026 at 10:00 AM EST. Prospective proposers must notify the City's Procurement Manager in writing at least ten business days before the proposal deadline. Proposals must be submitted electronically through Bonfire.
