About this opportunity
The Colorado Department of Corrections is soliciting quotes for metal products through Colorado Correctional Industries (CCi) via solicitation DQ 2027000072, with quotes due August 28, 2026. Deliveries are to the CCi Metal Shop at Fremont Correctional Facility in Canon City, Colorado.
The scope includes metal products to support job training for incarcerated adults in the Metal Shop. Bidders must submit itemized, all-inclusive pricing using the provided Price Proposal Form (Exhibit D); shipping costs must be factored into quoted prices. Pricing must remain firm during the purchase order term. Bidders must provide estimated delivery dates with bids and give a minimum of three calendar days' written notice if unable to meet agreed schedules; three non-deliveries within timeframes may result in three-year or indefinite disqualification from future CDOC solicitations.
All goods must be newly manufactured and current models unless otherwise specified. Delivery terms are FOB Destination with Freight Prepaid. The State retains the right to inspect goods at reasonable times and locations. Final acceptance is contingent upon completion of applicable inspection procedures.
Bidders must complete and return all exhibits (A through G) with their proposals, including vendor information (Exhibit B), W-9 (Exhibit C), non-conflict of interest certification (Exhibit F), and disclosure of any work performed outside the United States or Colorado (Exhibit E). Contractors must be registered to do business in Colorado before contract execution; foreign entities must maintain certificates of authority and designate a registered agent in the state.
Standard State of Colorado Purchase Order Terms and Conditions apply, effective December 26, 2023. Insurance requirements include commercial general liability with a minimum of $1 million per occurrence, workers' compensation, and automobile liability of $1 million per accident. The State pays within 45 days of receipt and acceptance of a correct invoice. The State is exempt from federal excise taxes and state and local sales and use taxes.
