About this opportunity
The City of Meriden, Connecticut is requesting bids on rehabilitation of the Merimer Water Filtration Plant liner and underdrain systems under ITB B027-11, with bids due October 7, 2026 at 11:30 a.m. and a non-mandatory pre-bid meeting scheduled for September 15, 2026 at 10:00 a.m. at 78 Reservoir Avenue. The project is subject to federal Davis-Bacon prevailing wage requirements, Connecticut state prevailing wage rates, American Iron and Steel (AIS) provisions, and Build America, Buy America (BABA) provisions — all mandatory compliance filters.
The scope consists of removing and disposing of the sand/sludge layer, removing and repairing the underdrain system, reconstructing the access ramp, removing and disposing of filter fabric and geomembrane, and ensuring the gravel base is compacted with no washouts or significant divots. The Merimer facility is a 1.2 million gallon per day installation built in 1963 with lagoon improvements in 2002; the two lagoons total approximately 12,800 square feet. Bidders must submit a lump sum quote for full geomembrane liner installation per the Engineer of Record's design drawings and specifications.
A bid bond equal to ten percent of the bid amount is required with submission. The successful bidder must provide 100 percent Performance Bond and Labor and Material Payment Bond from a City-approved corporate surety within ten working days of bid acceptance. Bids remain open for sixty days following bid opening. In case of a tie, preference is given to Connecticut-based bidders, followed by coin toss determination.
Questions are due September 30, 2026 at 4:00 p.m. Electronic bid responses are submitted via the City eProcurement Portal. The project is funded by the Environmental Protection Agency and the City prefers coordination with a concurrent Lagoon Rebuild Project to minimize plant downtime.
