About this opportunity
MMCAP, the governmental cooperative operated by the State of Minnesota's Office of State Procurement, is requesting proposals for a master agreement supplying medical supplies and equipment to member facilities across the United States, with proposals due July 20, 2026, at 2:00 p.m. Central Time. This is a cooperative procurement available to MMCAP member facilities, not an exclusive North Carolina solicitation; North Carolina is providing courtesy notification through its Division of Purchase & Contract.
Responders must be qualified, full-line distributors capable of supplying entire product catalogs including gloves and personal protective equipment, needles and syringes, wound care products, patient point-of-care testing supplies, specimen collection materials, hospital furnishings, breast pumps, and surgical instruments. Vendors are encouraged to propose value-added services such as third-party logistics, strategic storage, white glove delivery and installation, direct-to-patient shipping, equipment maintenance and repair, software solutions, and custom kitting. Minimum qualifications include at least four years of domestic operations with average monthly sales of at least $2 million, at least 750 active ship-to locations served monthly, ability to supply at least twenty states, a secure online ordering system, and capability to establish and maintain chargeback relationships with manufacturers.
The anticipated contract term is four years with optional extensions up to thirty-six months in increments determined by MMCAP. MMCAP members have collective annual purchasing power of approximately $300 million across roughly 8,000 actively purchasing members. Responders must pay a three percent administrative fee on all member purchases. Pricing is structured across three categories: Core products at fixed pricing for at least one year, Non-Core products with minimum discounts off list price, and MMCAP Products with manufacturer-established pricing.
Evaluation is weighted sixty percent for technical proposals and forty percent for cost. Questions were due June 30, 2026; final RFP answers were posted July 7, 2026. All proposals must comply with Minnesota General Terms, including organizational conflict of interest disclosures, non-collusion certification, and workforce declarations. MMCAP reserves the right to conduct presentations, demonstrations, request best and final offers, and require in-person meetings between August 31, 2026, and March 9, 2027. Submissions must be emailed to MMCAP_Infuse.HPSRFP@state.mn.us; mailed and faxed responses will not be accepted.
