About this opportunity

The State of Delaware is requesting proposals for a Software as a Service (SaaS) tool and consulting services to support completion and annual submission of the Medicaid Information Technology Architecture State Self-Assessment (MITA SS-A) under the Centers for Medicare and Medicaid Services framework, with proposals due September 17, 2026.

The State Self-Assessment is an extensive annual compliance exercise measuring "as is" and "to be" maturity levels across seven standards and conditions (Modularity, MITA, Industry Standards, Leverage, Business Results, Reporting, Interoperability), business architecture, information architecture, and technical architecture. The assessment encompasses approximately 1,000 checklist items requiring input from multiple subject matter experts across business and technical domains.

The vendor will configure, maintain, and operate the SaaS platform; provide consulting support services to guide the State through the assessment process; and establish a sustainable, repeatable design and approach for ongoing annual submissions. The vendor supplies all equipment, materials, and labor. No systems development or systems modules are to be purchased or created; the engagement is tool-as-a-service plus consulting and staffing support. The vendor must cooperate with the ordering agency to ensure the State receives current, state-of-the-art material and services throughout the contract term.

Place of performance is Delaware. Full technical and business requirements are detailed in Appendix B of the RFP.
