About this opportunity
Collin County Community College District is requesting proposals for the McKinney Main Building Switchboard Replacement Project under Competitive Sealed Proposal FY2027-CSP-069, with proposals due November 6, 2026 at 3:00 p.m. and a mandatory pre-proposal meeting on October 26, 2026 at 9:00 a.m. at the McKinney Campus, 2200 W. University Drive, McKinney, Texas 75071, Room C202.
The scope encompasses complete replacement of the main service switchboard system serving the McKinney Campus Main Building, including demolition of existing electrical infrastructure; installation of a new 4,000-amp main service entrance switchboard rated at 480Y/277V three-phase; replacement of panelboards and transformers; installation of new generator docking stations; modifications to feeders and branch circuits; replacement of the electrical room door with panic hardware and card reader access control; and comprehensive tracing and identification of all existing circuits with typewritten panel schedules in Excel format. Work must be performed in six construction phases coordinated around campus occupancy, with the anticipated major utility shutdown during the 2027 summer break. Critical constraint: the Campus Network Operations Center and associated cooling equipment must maintain continuous power throughout construction, including during switchboard replacement. Technical requirements include a digital power meter compatible with BACnet for building management system integration, surge protection devices rated at 300 kA per phase minimum, compliance with the 2023 National Electric Code (updated to 2026 per electrical IFC), copper conductors (solid for #10 and smaller), and system commissioning by contractor and manufacturer. Contractor must submit methods of procedure for utility shutdown at least one month in advance and obtain owner approval at least two weeks prior.
The estimated project budget is $1 million with a $100,000 contingency allowance for unforeseen conditions. Evaluation is weighted: purchase price 50 percent, proposal response quality 30 percent, references 15 percent, and vendor historical relationship 5 percent. Contractors must provide lump-sum, all-inclusive pricing with F.O.B. destination delivery and installation. Labor and Material Payment Bonds are required for bids of $25,000 or more at 100 percent contract price; Performance Bonds for bids of $100,000 or more at 100 percent contract price, both issued by Texas-licensed sureties with A.M. Best rating of A-VI or better. Prevailing wage applies. Workers' Compensation, Commercial General Liability, and Business Auto Liability insurance with specified minimum limits and proof of three years' OSHA inspection records are required. Questions are due October 27, 2026 at 12:00 p.m. Electronic submission through OpenGov Procurement Portal is preferred; hard copies accepted.
