About this opportunity
The City of Liberty Hill, Texas, located in Williamson County, has issued a Request for Qualifications (RFQ S2026-006) seeking a qualified firm, individual, or corporation to provide professional services for developing a Citywide Mobility Plan and Roadway Impact Fee Study. Phase 1 services encompass project management with monthly City staff coordination, comprehensive data collection and existing conditions analysis covering roadway networks, safety, multimodal systems, transit, and freight, public engagement through up to six steering committee meetings and three City events, presentations to City Council and Planning & Zoning Commission, development of a multimodal transportation network plan with policy framework and project prioritization, and preparation of draft and final plan documents in both publishable and editable formats. Phase 2 services include support for the Capital Improvements Advisory Committee process, development of land use assumptions and service areas pursuant to Texas Local Government Code Chapter 395, preparation of a roadway impact fee capital improvements plan with detailed cost estimates and implementation timing, ordinance preparation, and two additional City Council presentations. Respondents must be firms normally engaged in such services in Texas and must include at least one registered professional engineer or architect as Project Manager with a minimum of five years of relevant experience. Evaluation criteria are weighted as follows: Project Manager and Project Principal experience (30 points), proposed staff experience and availability (15 points), prime firm's comparable project experience (25 points), team structure and project approach (25 points), previous litigation history (5 points), and acceptable references. Critical deadlines include vendor questions due February 26, 2026 at 5:00 PM, answers posted by February 27, 2026, and solicitation responses due March 10, 2026 at 2:00 PM, with the anticipated contract award on or before May 2026.
No set-aside designations or restrictions limiting respondent eligibility based on disadvantaged enterprise status or organization type have been identified in the solicitation documents. All respondents must complete a Conflict of Interest Questionnaire with their submissions, and upon selection, Form 1295 must be submitted to the State of Texas prior to contract execution. Failure to provide at least three municipal and/or government agency references of comparable size that have utilized similar services within the last two years, with complete contact information, will result in automatic disqualification. No incumbent vendors or existing contractors are identified in the available documentation. The solicitation documents do not specify a contract value, budget range, or pricing information, indicating that this is qualification-based procurement with pricing to be determined during negotiations or in subsequent phases. The City reserves the right to reject any or all responses, make a single or split award, or use any combination of respondents serving the City's interests, and the agreement is subject to non-appropriation of funds with termination provisions allowing the City to terminate with thirty days' written notice or at the end of any fiscal year if sufficient funds are not appropriated.
