About this opportunity
The Maryland Lottery and Gaming Control Agency (MLGCA) is requesting bids on an independent consulting study examining gaming expansion scenarios in Maryland under IFB #2026-04, with bids due August 21, 2026. This is a Small Business Reserve (SBR) procurement open only to businesses certified by the Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs.
The scope requires a comprehensive report analyzing two distinct gaming expansion scenarios: electronic instant bingo machines at commercial facilities, and electronic instant bingo machines, historical horse racing machines, or underutilized video lottery terminals at satellite simulcast facilities. The study must address current state revenues, economic impacts, operational challenges, revenue loss to neighboring jurisdictions, potential revenue projections under various expansion scenarios, and policy recommendations balancing state revenues with operator interests. The final report is due to the Governor and General Assembly by December 1, 2026.
Minimum qualifications include five years of gaming industry consulting experience, three published consulting reports on gaming within the past twelve years, and two or more references from the past five years. The contract is a single-award, firm fixed-price agreement with a six-month term and no option periods. Pricing includes Post Delivery Consultation Labor (100 hours at an offeror-determined hourly rate) and a one-time base term contract amount; all costs must be fully loaded to encompass labor, profit, overhead, and administrative expenses. Contractors must remit a 1% electronic transaction fee on all invoiced amounts to the Comptroller within 45 days of each reporting period.
Insurance requirements include Commercial General Liability ($1 million combined single limit per occurrence; $3 million annual aggregate), Cyber Security/Data Breach Insurance ($5 million per occurrence if State data is hosted), and Worker's Compensation ($1 million per occurrence minimum). All bids must be submitted electronically through eMMA. A pre-bid conference is scheduled for July 14, 2026, from 11:00 a.m. to 12:00 p.m. Eastern Time via Google Meet, and written questions are due July 16, 2026, at 10:00 a.m. local time. Public bid opening is August 4, 2026, at 1:00 p.m. at 1800 Washington Boulevard, Suite 330, Baltimore, Maryland. No MBE or VSBE subcontracting goals apply.
