About this opportunity

Rio Blanco County is requesting bids on emergency watershed protection work at two properties near Meeker, Colorado—drainage improvements, erosion protection, grading, culvert installation, debris removal, and related work—with bids due August 17, 2026 at 9:00 a.m. and a mandatory pre-bid meeting on August 5 at 10:00 a.m. at the South Ranch site. A Colorado-labor requirement applies: bidders must demonstrate 80 percent Colorado labor or request a waiver under Colorado Revised Statutes Section 8-17-101.

The two project sites are the LeRoy & Mary Martin property (117 County Road 66, Meeker) and South Ranch, LLC (33933 Highway 13, Meeker). Work scope includes furnishing all labor, materials, equipment, supervision, traffic control, and incidentals in accordance with engineering drawings, specifications, and NRCS Emergency Watershed Protection Program requirements. Bidders must demonstrate experience with similar projects, provide job references showing good past performance, procure required insurance and bonds, and meet a project completion deadline of October 7, 2026.

The contract will be awarded to the lowest responsible bidder meeting minimum qualifications. Bids must be submitted via BidNet Direct and include a bid bond of not less than 5 percent of the total bid price. Before work commences, bidders must provide proof of required insurance, SAM.gov registration, and debarment certification. Payment is made only for completed and accepted work measured against the bid schedule, with invoicing requiring detailed documentation including dates, GPS points, before-and-after photographs, equipment specifications with hourly rates and operating hours, and labor billing with employee names, classifications, wage rates, and hours worked by specific task. Equipment payment follows FEMA's Public Assistance Schedule of Equipment Rates (2025); no payment is made for idle, staged, standby, or non-operational time. Questions are due August 10, 2026. Contract award and execution are expected by August 24, 2026, with work to commence on a date to be determined. The bid is valid for 60 days from the bid deadline.
