About this opportunity

The City of Clearwater, Florida is requesting bids on rehabilitation of the Marshall Street Water Reclamation Facility sand filter system under ITB 25-0008-UT, with bids due October 8, 2026. Prospective bidders must pre-qualify with Clearwater's Engineering Division at least two weeks prior to bid opening; current pre-qualified contractors are exempt from reapplication.

The scope includes rehabilitation of twelve existing sand filters and associated equipment; removal and replacement of seven Kinetrol pneumatic actuator yokes on 20-inch butterfly valves (Filter Cells 1, 2, 7, 8, 11, and 12); conditional replacement of flange bolts on a 20-inch backwash inlet butterfly valve in Filter Cell 7 (only if contractor confirms malfunction), two 18-inch backwash pump discharge check valves (only if testing confirms compromised flow rate), and sodium hypochlorite pumps with associated piping. Additional work includes replacement of the main filter control panel touch screen with enhanced graphics and functionality and upgrading the SCADA interface to enable total local control. The pricing sheet contains 39 line items spanning general mobilization, filter cleaning and inspection, concrete repair at four levels, protective coatings, filter rehabilitation materials, valve work, chemical system upgrades, and instrumentation, with quantities ranging from discrete equipment to 11,292 square feet of cell cleaning. Optional bid alternates include removal and replacement of a Filter Cell 3 butterfly valve and additional check valves at the owner's discretion.

The contract period is 420 calendar days from Notice to Proceed. Bid security of ten percent of maximum bid price is required as a certified or cashier's check or Proposal/Bid Bond. Bidders must provide E-Verify certification, W-9 forms, Scrutinized Companies Certification, and Anti-Human Trafficking Laws compliance documentation. Award goes to the lowest responsible and responsive bidder, with consideration of bidder qualifications and proposed subcontractors' experience. Bidding documents are available through the City's e-Procurement Portal at https://procurement.opengov.com/portal/myclearwater/projects/294139. Bids must be submitted electronically through the portal or in sealed envelopes prior to the deadline.
