About this opportunity
The State Fiscal Accountability Authority, Division of Procurement Services, is requesting proposals for strategic media planning and placement services on behalf of the State Board for Technical & Comprehensive Education (SC Technical College System), with sealed proposals due October 1, 2026, at 11:00 AM and a pre-proposal conference scheduled for August 17, 2026, at 10:00 AM via web conference.
The scope encompasses comprehensive media planning, placement, purchasing, optimization, and reporting across traditional, digital, mobile, streaming, social, and emerging platforms to support recruitment, outreach, workforce, and economic development campaigns across the state's 16 technical colleges and affiliated programs. Primary emphasis falls on initiatives associated with the Economic Development Division and the readySC workforce training program. The contractor must coordinate with System staff throughout campaign planning phases and deliver rapid response capabilities to support project-specific goals and timelines.
The initial contract term runs one year beginning January 21, 2027, with four optional one-year renewal terms extending through January 20, 2032. Compensation is structured as an agreed-upon commission for media placement services, with the contractor paying authorized media placement costs directly and receiving reimbursement from the State. Related studio programming, productions, equipment, and procurement/coordination services are billed at net cost without markup or at an agreed-upon hourly rate as mutually determined in writing.
Offerors must be registered as South Carolina vendors and must demonstrate financial capability, experience with comparable contracts, and provide three references. Questions from offerors are due August 18, 2026, at 10:00 AM. Evaluation criteria are Plan of Action (60 points), Qualifications and Experience/References (20 points), and Price (20 points), with award made to the highest-ranked responsive and responsible offeror. Award notification is scheduled for January 7, 2027.
