About this opportunity

Prince William County Office of Procurement Services is requesting bids on the Marina Way Extension, a federally funded roadway construction project (IFB 700555-26), with bids due July 28, 2026 at 3:00 PM Eastern Time. All bidders must be Virginia registered contractors with VDOT prequalification and valid State Corporation Commission licensing — the primary eligibility filter.

The scope encompasses a four-lane roadway with turning lanes, pedestrian sidewalks on both sides, sidewalk ramps and crossings, storm drainage and stormwater management facilities, modifications to the existing traffic signal at the Gordon Boulevard intersection, and pavement marking. The contract includes 178 line items with detailed unit pricing covering mobilization, surveying, traffic control, clearing and grubbing, asphalt and concrete work, drainage infrastructure, utility work including water mains and sanitary sewers, and traffic signalization. Final completion is due 18 months from Notice to Proceed, with a critical milestone requiring completion of the roadway between Gordon Boulevard and the VDOT parcel within 6 months due to adjacent proposed developments.

The project is subject to Buy America requirements for steel and iron materials and Davis-Bacon wage determinations. No specific DBE percentage goal applies. Bidders must submit a Proposal Form, Schedule of Unit Prices, Bid Bond (5% of total bid), VDOT Statement and Affidavit (Form C-104), VDOT Certification of Collusion Bid Affirmation (Form C-105), and VDOT Certification of Prequalification (Form BC-1). Performance and Payment Bonds equal to 100% of the contract sum are required from a surety licensed in Virginia with an AM Best Rating of A or better. Insurance requirements include comprehensive general liability ($1,000,000 per occurrence), automobile liability ($1,000,000 combined single limit), workers' compensation (statutory), and contractors' pollution liability ($1,000,000 per occurrence). E-Verify employment verification is required. A non-mandatory pre-bid conference is scheduled for July 10, 2026 at 10:00 AM EST via WebEx. Bid opening occurs July 28, 2026 at 3:15 PM via WebEx with live streaming. Contract award requires Virginia Commonwealth Transportation Board approval.
