About this opportunity
The City of Bartow is requesting bids for manhole and structures coatings using cementitious and polyurethane lining technologies under ITB 26-28, with bids due September 9, 2026 at 2:00 p.m. and a question deadline of September 1, 2026 at 4:00 p.m. The City intends to award contracts to the two lowest responsive and responsible bidders for all items combined, though it reserves the right to award by individual item or group of items.
The scope encompasses manhole lining and structural rehabilitation for gravity sewer and stormwater collection systems throughout the City, including cleaning, surface preparation, patching, leak sealing, and application of approved coating systems (cementitious, polyurethane, epoxy, or geopolymer) to address deterioration, infiltration, and structural deficiencies in existing brick and concrete manhole structures. The Live Oak Reserve Force Main Replacement Project component includes installation of approximately 400 feet of 10-inch PVC force main by open cut and 3,400 feet of 10-inch HDPE pipe force main by horizontal directional drill, with associated fittings, connections, valves, appurtenances, and restoration.
Contractors must have been in business for three years under the same name and TIN/FEIN number, hold a valid Underground Utility and Excavation Contractor license or General Contractor license, and provide three references from State, County, or City clients for whom they have successfully completed at least three similar jobs within the past three years. The preliminary estimate is under $150,000, so no Bid Bond is required; however, a Performance and Payment Bond will be required on a per-project basis if the contract price exceeds $250,000. Prices must remain firm for the duration of the original contract term and are F.O.B. destination (jobsite within Bartow). The initial contract term is one year from the date of award with automatic renewal options for two additional one-year terms, unless terminated by either party with written notice provided within 60 days prior to the end of a service year period. After the initial term, the City may allow Consumer Price Index increases in accordance with the Bureau of Labor Statistics. Bids are submitted via the City's e-procurement system (OpenGov) and shall remain exempt from disclosure until recommendation of award or 30 days after bid opening, whichever occurs first.
