About this opportunity
The Montrose Redevelopment Authority in Houston, Texas is requesting bids for the Mandell Street Improvements project, with electronic bids due August 21, 2026 at 2:00 p.m. via CivCast online bidding services. A non-mandatory pre-bid meeting is scheduled for August 13, 2026 at 2:00 p.m. at the HR Green office with virtual attendance options.
The scope encompasses reconstructing 5 to 6-foot-wide sidewalks and ADA-compliant wheelchair ramps, curb and gutter, concrete directional islands, speed cushions, streetlighting, signage, and pavement markings along Mandell Street from US 59 to Westheimer Road. The project also includes milling and overlay of two lanes of pavement, tree protection measures (matching existing sidewalk widths at trees or installing slip-resistant galvanized steel plates over roots), coarse sand under sod, water meter adjustments, and minor utility work. Specifications cover site work, concrete, metals, electrical systems, and landscaping across multiple divisions.
Bidders must provide evidence of at least three prior projects demonstrating successful preservation of large, mature oak trees in urban environments and submit a comprehensive written plan detailing construction compliance with the Tree Protection Plan and resident communication strategies. Low bidders must demonstrate capacity to perform at least 50 percent of the work with their own workforce and equipment and present satisfactory evidence within 48 hours of notice of three completed projects on schedule in similar urban environments with large, mature oak trees.
The project carries a 150-day completion period from commencement, with liquidated damages for delays beyond contract time. Base unit prices apply to general items, demolition, roadway work, signage and pavement markings, illumination, stormwater pollution prevention, and landscaping, with cash allowances totaling $130,000 for work change directives and streetlight costs. Bid security of 10 percent of the total bid price is required as a certified check, cashier's check, or bid bond. Equal Employment Opportunity Program requirements and prevailing wage scale requirements for engineering construction apply to all contractors and subcontractors. Post-award performance bonds, statutory payment bonds, one-year maintenance bonds, and one-year surface correction bonds are required.
