About this file

This is a Project Manual for the Mandell Street Improvements project prepared by HR Green for the Montrose Redevelopment Authority in Houston, Texas. The project involves reconstructing sidewalks (5 to 6 feet wide), ADA-compliant wheelchair ramps, curb and gutter work, concrete directional islands, speed cushions, streetlighting infrastructure, signage, and pavement markings along Mandell Street from US 59 to Westheimer Road. Work also includes milling and overlay of two lanes of pavement, tree protection measures, coarse sand under sod, water meter adjustments, and minor utility work. The project is divided into multiple specification divisions covering site work, concrete, metals, electrical systems, and landscaping. Electronic bids are due at 2:00 PM on August 21, 2026, via CivCast online bidding services. A non-mandatory pre-bid meeting is scheduled for August 13, 2026, at 2:00 PM at the HR Green office with virtual attendance options. The contract requires a 150-day completion period from the date of commencement, with liquidated damages applicable for delays beyond contract time. Bidders must provide evidence of at least three prior projects demonstrating successful preservation of large, mature oak trees in urban environments and must submit a comprehensive written plan detailing construction compliance with the Tree Protection Plan and resident communication strategies.

Bid security of 10 percent of the total bid price is required, submitted as either a certified check, cashier's check, or bid bond. Low bidders must demonstrate capacity to perform at least 50 percent of the work with their own workforce and equipment and must present satisfactory evidence within 48 hours of notice demonstrating experience with three completed projects on schedule in similar urban environments with large, mature oak trees. The project includes base unit prices for general items, demolition, roadway work, signage and pavement markings, illumination, storm water pollution prevention, and landscaping items, with cash allowances totaling $130,000 for work change directives and streetlight costs per CenterPoint layout. No specific contract award date is specified in the manual, though the city will issue a Notice of Intent to Award following bid evaluation. Performance bonds, statutory payment bonds, one-year maintenance bonds, and one-year surface correction bonds are required post-award. Equal Employment Opportunity Program requirements and prevailing wage scale requirements for engineering construction apply to all contractors and subcontractors.
