About this opportunity

Southeastern Pennsylvania Transportation Authority (SEPTA) is soliciting proposals for management consulting services for curricula development across various departments under RFP 26-00142-AHAC, with proposals due August 20, 2026 by 4:30 p.m. Eastern Time and a pre-proposal meeting scheduled for July 31, 2026 at 9:30 a.m. Eastern Time via Microsoft Teams.

No Disadvantaged Business Enterprise goal has been established, though DBE participation will be tracked if utilized. The procurement is subject to Title VI of the Civil Rights Act of 1964 and Federal Transit Administration provisions, including Buy America/Buy American requirements and Commonwealth of Pennsylvania contract requirements.

The contract is structured as a fixed-price agreement with a three-year performance period (1,095 calendar days) anticipated to begin in July 2026. The total contract price will be determined through negotiations and Best and Final Offer submissions, which must remain firm for 120 days from BAFO submittal. Evaluation will proceed through a competitive range process assessing technical criteria—project approach, firm qualifications, professional qualifications of key personnel, and past performance—followed by price consideration.

SEPTA will award to the proposal that best satisfies the RFP's intent and serves the Authority's best interests, reserving the right to reject any or all proposals and negotiate separately with firms as deemed appropriate. The selected contractor must maintain comprehensive insurance (General Liability, Automobile Liability, Workers' Compensation, Cyber/Privacy Liability, and Umbrella/Excess Liability, each at $1,000,000 minimum) with SEPTA named as additional insured. Monthly payment will be made within 30 days of invoice approval. The contractor must comply with SEPTA's Equal Employment Opportunity requirements, seat belt and distracted driving policies, and complete ESMS Contractor Training prior to performing work on SEPTA property.

Proposals must be submitted in two separate sealed envelopes—one technical proposal and one price proposal—each with one original hard copy and one thumb drive in PDF format, to SEPTA's Contract Administrator at 1234 Market Street, 11th Floor, Philadelphia, PA 19107-3780. Questions are due August 7, 2026 by 4:30 p.m. Eastern Time to Heather Casullo at hcasullo@septa.org.
