About this opportunity
The City of Mesquite, Texas is requesting proposals to establish an annual list of qualified contractors for residential rehabilitation and emergency repairs under its CDBG Housing Rehabilitation Program, with proposals due October 7, 2026 at 2:00 p.m. and vendor questions due September 30, 2026 by 12:00 p.m. This is a prequalification solicitation; inclusion on the qualified contractor list does not guarantee work awards.
The scope covers two programs: the Major Housing Rehabilitation Program, which provides up to $35,000 per property to address multiple deficiencies posing imminent threats to occupant health and safety, and the Emergency Repairs Program, which provides up to $10,000 per property for individual repairs. Contractors will be notified of available projects through the City's online platform (Neighborly) and must submit bids for each project opportunity. The City reserves the right to award contracts separately by trade or to multiple proposers and will maintain trade-specific lists of qualified contractors randomized for the Emergency Repairs Program.
Contractors must demonstrate experience in residential construction, rehabilitation, and emergency repairs; possess current licenses and certifications specific to their trade; provide proof of Lead Safe Work Practices certification if applicable; and submit five work references. All contractors must comply with federal debarment requirements and maintain Worker's Compensation insurance (statutory limits plus $100,000 employer's liability), Commercial Liability ($500,000 per person / $1,000,000 per occurrence), and Commercial Auto ($500,000). Certificates of insurance must be provided within 10 business days of award notification.
Evaluation criteria are qualifications and experience (35 points), capacity and resources to complete projects (30 points), trade qualifications, licensing, and program compliance (20 points), and references and past performance (15 points). No pricing or cost proposals are requested. The contract term is one year from the effective date, with City discretion to renew for four additional one-year terms. Funding derives from the City's annual CDBG allocation from the U.S. Department of Housing and Urban Development. Responses to vendor questions will be provided via addendum by October 2, 2026.
