About this opportunity

The City of Milpitas is requesting bids on blanket purchase orders for Maintenance, Repair, and Operating (MRO) supplies, equipment, tools, parts, and related repairs under IFB 26-229, with bids due July 23, 2026 at 12:00 p.m. Pacific Time. A local purchasing preference applies to eligible local providers submitting bids within ten percent of the lowest responsible bidder. Prevailing wage requirements under California Labor Code sections 1770 and 1771.1 apply; all contractors and subcontractors must maintain active registration with the California Department of Industrial Relations.

The scope encompasses five supply categories: General MRO Supplies and Facilities Maintenance Supplies; Fleet Maintenance Supplies; Park and Landscaping Maintenance Supplies; Utility Operations and Maintenance Supplies; and Street Maintenance Supplies. Vendors may bid for one or more categories based on capability. Examples include plumbing fixtures, HVAC components, paints, flooring, electrical conduit, custodial cleaning products, traffic control equipment, aggregate materials, plants and landscaping supplies, fleet tires and automotive parts, irrigation components, and chemicals. All janitorial paper products must comply with California Assembly Bill 661 and Senate Bill 1383 recycled-content standards, with minimum postconsumer recycled content ranging from 10% to 45% depending on product type. The City intends to award multiple blanket purchase orders across each category to ensure adequate capacity; award does not guarantee that vendors will receive orders.

The contract term is five years. Pricing is based on percentage discounts off list price, with tiered discounts permitted if uniform discounts cannot be offered. Shipping and freight charges are capped at 12% of gross order value, with vendors absorbing costs exceeding this threshold. All bids must remain valid for a minimum of 90 days after bid opening. Vendors must maintain active California Secretary of State registration and City business licenses throughout the contract term. Questions are due July 2, 2026 at 12:00 p.m. Pacific Time. Bids must be submitted electronically via the OpenGov portal. No pre-bid conference is scheduled. Commercial General Liability insurance of at least $1,000,000 per occurrence is required.
