About this opportunity

The Board of County Commissioners of Okaloosa County, Florida, is requesting bids on maintenance of traffic and pavement markings services under ITB PW 68-26, with proposals due August 5, 2026 at 3:00 p.m. and questions due July 27, 2026 at 3:00 p.m. Bidders must hold active FDOT prequalification for Work Zone Traffic Control and Pavement Markings prior to contract award — a gate requirement.

The scope encompasses 124 line items: temporary traffic control devices, pedestrian and work-zone safety measures, signage, barriers, raised markers, painted pavement markings, thermoplastic markings (standard, profiled, and preformed), and permanent tape. Contractors must furnish all labor, materials, equipment, supervision, and incidentals necessary to perform these services throughout Okaloosa County in compliance with FDOT Standard Plans and Specifications, Sections 102 and 701–715.

Bidders must submit complete and accurate unit prices and total price extensions for all line items; any omissions or calculation errors result in automatic rejection for non-responsiveness. Bids remain subject to acceptance or rejection for 90 calendar days following opening. The County reserves the right to award to the responsive and responsible vendor submitting the lowest responsive bid or based on factors deemed most advantageous to the County's interests.

Contractors must maintain Commercial General Liability insurance with a minimum of $1,000,000 per occurrence, Workers' Compensation, and Business Automobile Liability coverage. The contract is subject to Davis-Bacon Act prevailing wage requirements and compliance certifications including drug-free workplace, debarment and suspension, E-Verify employment eligibility verification, and anti-human trafficking affidavit. Contractors must provide a Certificate of Good Standing from the Florida Department of State. Federal grant funding may be utilized for the contract. All submissions must be made electronically through OpenGov Procurement.
