About this opportunity

The City of Newark, New Jersey is seeking electronic bids for a comprehensive Maintenance and Repair contract for Artificial Turf covering seven specific field locations including Bo Porter Rec. Facility, Kasberger Field, Ironbound Fields A and B, Hank Aaron Field, Jesse Allen Park, and Nat Turner Park for the 2023-24 fiscal year. The procurement requires monthly maintenance during the peak season from April 1st to December 1st, with detailed service requirements including general sweeping, deep grooming, field magnet sweeping, crumb rubber replenishment, seam and inlay repairs, and annual G-Max testing. Bidders must submit proposals electronically through the City's e-Procurement Portal by May 24, 2023, at precisely 10:15 am, with strict adherence to submission deadlines. The successful contractor must provide emergency service calls seven days a week, responding within 24 hours of notification, and submit comprehensive pricing proposals that include unit costs per field and standard, overtime, and holiday hourly rates for two years. Evaluation will focus on identifying the lowest responsive and responsible bidder, with the City reserving the right to adjust contract amounts based on actual requirements.

The procurement does not explicitly designate specific set-aside requirements for disadvantaged enterprises, though bidders must comply with affirmative action regulations and provide proof of business registration. Contractors must submit comprehensive insurance documentation and execute various required forms, including a hold harmless agreement and non-collusion affidavit. While specific budget ranges are not detailed, the contract will be subject to annual fund appropriation and can be terminated if funding becomes unavailable. Bidders must include all costs in their pricing, encompassing labor, materials, supplies, transportation, and handling. The contract appears to be an open competition for qualified maintenance service providers with expertise in artificial turf field maintenance, capable of meeting the City of Newark's specific technical and operational requirements for field upkeep and emergency responsiveness.
