About this opportunity
The City of Dallas Department of Transportation and Public Works is requesting sealed bids for a 36-month master agreement (PBW-2026-00030886) covering maintenance, repair, and improvement of bridges across Dallas for fiscal years 2027 through 2029, with bids due August 28, 2026 at 1:00 p.m. A pre-bid conference is scheduled for August 12, 2026 at 11:00 a.m. via online meeting. The City has established a Small Business Enterprise (SBE) goal of 16.93 percent of work performed under the contract.
The scope includes full and partial depth deck repairs, concrete structure repairs, guard fence and railing construction, full deck replacement, bearing resetting and replacement, superstructure and substructure retrofitting, foundation repair, bank stabilization work such as retaining walls and soil nailing, and stream channel improvements and scour countermeasures. The City will issue work assignments for individual bridge repair projects throughout the contract term, with approved plans and specifications provided at the beginning of each fiscal year or as deemed appropriate. All work must be completed within the same fiscal year assigned, with a September 30th deadline for each fiscal year's work; liquidated damages are assessed at $1,000 per calendar day for work remaining unfinished after that deadline.
The contractor must perform at least 25 percent of the work by its own workforce. Workers must be paid at the higher of Davis-Bacon Wage Rates or the City's current living wage of $23.06 per hour, with a penalty of $60.00 per worker per calendar day for non-compliance. Bidders must submit a cashier's check or acceptable bidder's bond payable to the City in an amount of not less than five percent of the total bid, with two copies of the bid accompanying the original submission. The contractor must obtain and maintain comprehensive insurance coverage with an umbrella liability limit of $2,000,000 and provide a certificate of insurance before work commences. Project specifications comply with the City of Dallas 2021 Addendum to the Public Works Construction Standards and the North Central Texas Council of Governments Public Works Construction Standards, Fifth Edition (Amended August 2023). Public opening and reading of bids will occur at 2:00 p.m. on August 28, 2026.
