About this opportunity
The State of Maine Department of Education is requesting proposals for evaluation services to assess the Maine Learning Technology Initiative Program under RFP# 202601005, with proposals due July 31, 2026, and a mandatory Bidders' Conference on June 23 at 12:00 p.m. via Zoom. Bidders must be education policy research institutes as defined by Maine statute — organizations that conduct evidence-based research and analysis on education systems — a statutory eligibility filter.
The scope requires designing and conducting a comprehensive evaluation of the MLTI program's implementation, operational aspects, and achievement of goals related to equitable technology access, professional learning, and infrastructure support. The evaluation must employ mixed-methods approaches combining quantitative and qualitative data, including direct engagement with schools via interviews and focus groups, with emphasis on minimizing burden to educators and students. Bidders must demonstrate evidence-based research and analysis capabilities related to education systems.
The initial contract period runs from July 1, 2027, through June 30, 2029, with two optional renewal periods through June 30, 2032. The State anticipates one award. Proposals will be scored on a 100-point scale: Organization Qualifications and Experience (25 points), Proposed Services (50 points), and Cost Proposal (25 points). Cost scoring uses a mathematical formula whereby the lowest cost receives 25 points and higher bids score proportionally. Travel costs are capped at 5 percent of total proposal cost and subject to State of Maine travel policies.
Bidders must submit financial documentation including balance sheets and income statements for the past three tax years, a certificate of insurance on an ACORD form, litigation history for the past five years, and an organizational chart with identified project personnel. Written questions are due July 13, 2026, at 4:00 p.m. local time, with responses published in the Vendor Self Service System seven days prior to the proposal deadline. No best and final offers will be solicited.

For the purposes of this RFP, an education policy research institute is defined as an organization that conducts evidence-based research and analysis on issues related to education systems that can be used to inform decision-making by policymakers, educators, and communities.
