About this file
This is a Vendor Question and Answer document from the State of Maine Department of Education related to the Maine Learning Technology Initiative Program Evaluation Services RFP #202601005. The RFP solicits proposals for comprehensive evaluation services to assess the MLTI program's implementation, operational effectiveness, and achievement of goals related to equitable technology access, professional learning, and infrastructure support. The evaluation must employ mixed-methods approaches combining quantitative and qualitative data, including direct engagement with schools via interviews and focus groups. Proposals are due July 31, 2026, with a mandatory Bidders' Conference scheduled for June 23, 2026, at 12:00 p.m. via Zoom. Written questions were due July 13, 2026, at 4:00 p.m. local time, with responses published seven days prior to the proposal deadline. The initial contract period runs from July 1, 2027, through June 30, 2029, with two optional renewal periods extending through June 30, 2032. The State anticipates one award with no best and final offers to be solicited.
The Q&A document clarifies several proposal submission requirements. Resumes for key staff are not required as part of the RFP proposal submission. Proposers may include links to examples of dashboards and data visualizations. The Cost Proposal (Appendix G) must be submitted as a PDF rather than Excel format, despite earlier language in the RFP stating "Excel format preferred." Proposals will be scored on a 100-point scale consisting of Organization Qualifications and Experience (25 points), Proposed Services (50 points), and Cost Proposal (25 points), with cost scoring using a mathematical formula whereby the lowest cost receives 25 points and higher bids score proportionally. Travel costs are capped at 5 percent of total proposal cost and subject to State of Maine travel policies. Eligible bidders must be education policy research institutes as defined by Maine statute and must submit financial documentation including balance sheets and income statements for the past three tax years, certificates of insurance on ACORD forms, litigation history for the past five years, and organizational charts with identified project personnel.
