The scope spans approximately 1,950 linear feet of CIPP lining from the intersection of Lovers Lane and Lynbrook Road southwest to the cul-de-sac at Lynbrook Road's end, then north through a 20-foot-wide easement on the western portions of 49 Lynbrook Road and 164 Main Street, terminating at Main Street (Route 30). The project includes four stream crossings, one culvert crossing, service connections, appurtenances, and site restoration. The contract requires substantial completion 16 weeks after Notice to Proceed and final completion 30 days thereafter. Work anticipated in 2026 may include scope expansion through open-cut installation of 12-inch ductile iron water main down Lovers Lane depending on awarded contract value and town budget availability. The successful bidder must assign an on-site construction supervisor with at least 10 years' experience in potable water system infrastructure installation and provide references from at least three similar projects. Work within the Massachusetts Department of Transportation right-of-way must be coordinated with MassDOT and completed during nighttime, off-peak traffic hours. Prevailing wage rates as determined by the Massachusetts Commissioner of Labor and Industries apply.

Performance and payment bonds equal to 100 percent of the contract sum are mandatory. Comprehensive general liability insurance must meet minimum limits of $1 million per person / $1 million per occurrence for bodily injury and $1 million per occurrence / $2 million aggregate for property damage; comprehensive automobile liability of $1 million per person / $1 million per accident for bodily injury and $1 million per accident for property damage; and workers' compensation as required by Massachusetts law. Liquidated damages are $2,000 per calendar day for delays beyond substantial completion; early completion bonuses of $500 per day are available up to a maximum aggregate of $10,000. Retainage of 10 percent of progress payments is held and released after final inspection and acceptance.
