About this opportunity

The City of High Point is requesting bids on luxury vinyl tile flooring replacement at the Paratransit Operations Facility under an IFB, with bids due October 21, 2026 at 2:30 PM and a pre-bid conference on October 1, 2026 at 11:00 AM. Davis-Bacon Act prevailing wage requirements apply because the project is funded in whole or in part by Federal Transit Administration Section 5307 program funds—a decision-flipping compliance obligation.

The scope is removal and replacement of approximately 2,736 square feet of commercial LVT flooring, including demolition, concrete surface preparation, patching, moisture mitigation, self-leveling underlayment, and installation of specified materials: American Biltrite Mirra Wood LVT plank in Walnut Medium Walnut; Flexco 4-inch rubber cove wall base (840 linear feet); and Roppe rubber reducer strips (9 linear feet). The contractor must provide installer qualifications documentation proving UZIN Utz America certification or factory-trained status and a minimum of five years of experience installing commercial glue-down resilient flooring. Environmental conditions must be maintained at 60–80 degrees Fahrenheit and maximum 70 percent relative humidity for 48 hours before, during, and after substrate and flooring application. A joint manufacturer system warranty from UZIN Utz America covering moisture mitigation and subfloor bond performance for a minimum of ten years, plus the standard American Biltrite product warranty, is required.

The contract completion date is 60 consecutive calendar days from Notice to Proceed. Performance and payment bonds of 100 percent contract value are required when mandated by North Carolina law; bid bonds are not required. Liquidated damages are $1,000 per calendar day for delays beyond the completion date. Questions are due October 7, 2026 at 12:00 PM, with addenda issued October 9, 2026. Sales tax is excluded from bid prices and will be reimbursed separately upon submission of certified documentation. Weekly certified payroll reports using U.S. Department of Labor Form WH-347 are required per Davis-Bacon Wage Determination 202600006.
