About this opportunity
The South Carolina Department of Corrections Purchasing Branch is requesting quotes for low voltage bushing replacement services at Leath Correctional Institution in Greenwood, with sealed bids due September 8, 2026 at 10:00 a.m. EST and a non-mandatory site visit on August 25, 2026 at 10:00 a.m. EST. South Carolina resident vendor, resident contractor, and resident subcontractor preferences apply to registered vendors meeting statutory requirements.
The scope comprises disconnection and reconnection of cables and replacement of the low voltage bushing on a 12470Y/7200-480Y277 Cooper PMT transformer (600 US gallon mineral oil capacity, Serial Number 906009403) at the correctional institution. Work is estimated to require one day and must be scheduled for Tuesday, Wednesday, or Thursday during normal business hours. The transformer will be de-energized, disconnected, isolated, and grounded prior to contractor arrival. The fixed unit price must include all labor, materials, equipment, and electrical testing (transformer turns ratio, winding resistance, insulation resistance, DGA/oil analysis, and Karl Fisher moisture analysis). Vendor-supplied technicians, tools, and equipment are required. New replacement parts and new gasket material must be provided, with costs for any additional required parts quoted separately and subject to prior approval. All work is F.O.B. destination to Leath Correctional Institution.
Pricing must exclude South Carolina sales or use taxes. Offerors must be registered with the State as vendors. Award will be made to the lowest responsible and responsive bidder based on sealed bid evaluation. The contractor must maintain commercial general liability insurance of $1 million per occurrence, auto liability of $1 million per accident, and worker's compensation coverage, with the State named as additional insured. Questions are due August 26, 2026 at 10:00 a.m. EST. Award notification is scheduled for September 15, 2026.
