About this opportunity
Renewable Water Resources (ReWa), a special-purpose water district in South Carolina, is requesting bids for streambank restoration and stabilization along the Reedy River in Simpsonville, Greenville County, with bids due September 1, 2026 at 2:00 p.m. through the ReWa PlanetBids portal. All contractors must be licensed under South Carolina Contractor's Licensing Law, and subcontractors must hold valid South Carolina licenses — a baseline eligibility filter. Bidders must demonstrate qualifications by providing evidence of at least three similar projects completed within the past ten years with contract values of at least fifty percent of the proposed bid amount.
The scope encompasses removal of existing structures and debris; installation of approximately 194 linear feet of boulder toe wall and 74 linear feet of in-stream boulder vanes; excavation of 500 cubic yards; grading and restoration of the washed-out bank; coir matting installation covering 563 square yards; sediment and erosion control measures; and revegetation of approximately 0.21 acres through permanent seeding and riparian seed mix. Work is divided into 13 line items with lump-sum bidding and unit prices for informational purposes only.
The contract term is 120 consecutive calendar days from the Notice to Proceed, with substantial completion required by November 30, 2026 and final completion by December 31, 2026. Liquidated damages apply for delays beyond completion dates. For bids exceeding $100,000, a bid bond of at least 5% of the bid amount is required. The successful bidder must provide a Performance Bond and Payment Bond, each at 100% of contract price, within fifteen calendar days of the Notice of Award. The engineer is Ardurra Group, Inc., in Greenville. Award will be made to the lowest responsive and responsible bidder within ninety days of bid opening. Site visits are available by request. Contractors must comply with Davis-Bacon Act, Executive Order 11246, Title VI of the Civil Rights Act, OSHA standards, and South Carolina Illegal Immigration Reform Act (E-Verify participation). The project may be funded through the State Revolving Fund, SCDES, or EPA. Nonresident contractors are subject to a two percent withholding requirement on South Carolina contract portions exceeding $10,000 unless otherwise exempted or bonded.
