About this opportunity

The City of Marble Falls, Texas is requesting statements of qualifications from engineering firms to provide design, bid, and construction phase services for Low Water Crossing Advanced Warning Systems at nine locations within city limits, with qualifications due October 9, 2026 at 5:00 p.m. CST.

The project scope involves installing advanced warning systems at low-water crossings along major city roadways to monitor water surface elevation, alert motorists via flashing signs, and notify city personnel of safe traversal conditions. Systems will integrate with the Lower Colorado River Authority Hydromet and ATX Flood Systems to receive regional flood and weather data. Applicants must demonstrate extensive expertise in civil engineering, hydraulic design, hydrologic modeling, and system integration for monitoring peak rainfall events. All engineers providing services must maintain proper registration and licensure under Texas law.

An evaluation panel of five will assess submissions using three weighted criteria: Qualifications and Availability (30%), Proposed Staff (35%), and Project Experience (35%). The City reserves the right to conduct interviews as deemed necessary. All Professional Service Agreements will be time and materials contracts utilizing the City's standard template. Subconsultant opportunities are available and may represent up to 25% of project work, though the City retains authority to waive this allowance.

The project is funded through a Hazard Mitigation Grant Program (HMGP) sub-grant from the Texas Division of Emergency Management (TDEM) under DR-4485 for Texas COVID-19 Pandemic response, awarded to the City on April 28, 2026. Work will proceed immediately upon written authorization, with project-specific schedules to be determined collaboratively with the selected firm. Firms must submit complete responses to all RFQ components. Qualifications are subject to public disclosure within 180 days of award, cancellation, or contract closing under the Freedom of Information Act.

Submittals should be directed to Jeff Prato at jprato@marblefallstx.gov.
