About this file
This Request for Statement of Qualifications (RFQ) is issued by the City of Marble Falls, Texas, seeking qualified engineering firms to provide design, bid, and construction phase services for the Low Water Crossing Advanced Warning Systems Project. The project involves the installation of nine warning systems at low-water crossings along major City roadways to monitor water surface elevation, alert motorists with flashing signs, and notify City personnel when roadways are safe to traverse. The systems will integrate with the Lower Colorado River Authority Hydromet and ATX Flood Systems to provide regional flood and weather-related warning data. Submissions of qualifications are due by Friday, October 9th, 2026, at 5:00 pm CST to Jeff Prato at jprato@marblefallstx.gov. An evaluation panel of five project team members will assess submissions based on three weighted criteria: Qualifications and Availability (30%), Proposed Staff (35%), and Project Experience (35%). Work will proceed immediately upon written authorization to proceed, with project-specific schedules to be determined in collaboration with the selected firm. Interviews will be conducted as deemed necessary by City staff.
The City of Marble Falls requires all Professional Service Agreements to be time and materials-based contracts utilizing the City's standard Professional Services Agreement template. The project is funded through a sub-grant from the Texas Division of Emergency Management (TDEM) under the Hazard Mitigation Grant Program (HMGP) DR-4485 for Texas COVID-19 Pandemic response, with the award issued to the City on April 28th, 2026. Firms must demonstrate extensive expertise in civil engineering projects, hydraulic design, hydrologic modeling, and system integration for monitoring peak rainfall events, with all individuals and firms providing engineering services required to maintain proper registration and licensure in accordance with Texas law. Subconsultant opportunities are available and may represent up to 25% of the project work, with the City retaining the authority to waive this requirement. Firms must submit complete responses to all RFQ components or risk non-consideration, and all applicable information will be subject to public disclosure in accordance with the Freedom of Information Act within 180 days of award, cancellation, or contract closing.
