About this opportunity
The Pennsylvania Department of Revenue is soliciting proposals from a Qualified Low-Income Tax Clinic to provide representation and educational services to low-income Pennsylvania taxpayers on state tax issues, with proposals due July 31, 2026. The awardee must hold an active federal LITC grant for the same performance period — a hard eligibility requirement that filters the bidder pool to existing, federally-recognized clinics.
The Qualified LITC must maintain a physical office location, employ a Clinic Director with overall management responsibility, and designate a staff member or pro bono panel member admitted to practice before Pennsylvania courts to represent taxpayers in litigation. Services include pro bono tax representation, dispute resolution support, taxpayer education on rights and responsibilities, and issue identification and analysis. Financial eligibility for clinic services is determined using a specified Financial Eligibility Cap calculation (base income of $48,000 for one adult or $65,000 for two adults, plus $17,000 per dependent and $13,500 per child under six in daycare), though the Department may approve representation for clients exceeding the cap in limited circumstances.
Deliverables are a mid-point status report due February 1, 2027, and a final status report due June 1, 2027, covering all work through May 15, 2027. The contract term runs through May 15, 2027 with no renewal options. Compensation is structured as half of the awarded bid amount upon delivery of each status report by the due date; late or rejected deliverables receive no payment. Status reports must include detailed controversy data and operational information: case tracking, hours spent per case, types of tax issues, case resolutions, and referrals.
Awardees must complete and execute three mandatory certifications: Domestic Workforce Utilization Certification (committing to perform direct labor within the United States or WTO Government Procurement Agreement countries), Worker Protection and Investment Certification (compliance with Pennsylvania labor and workforce safety laws), and Russia-Belarus Certification (attestation of non-appearance on Pennsylvania Treasury's restricted persons list). Failure to complete certifications or false certification carries contract termination and three-year bid ineligibility. Service delivery encompasses Dauphin County and Harveys Lake Borough.
