About this opportunity
The Pennsylvania Department of Revenue is seeking to partner with a Qualified Low-Income Tax Clinic to provide pro bono tax services and dispute resolution support to low-income Pennsylvania taxpayers with state tax issues, with proposals due July 31, 2026. Eligible applicants must be pre-existing low-income taxpayer clinics that have been awarded a federal LITC grant for the same period and have not received prior Department funding covering this period — a restrictive eligibility gate.
The Qualified LITC shall provide a full range of pro bono tax services, representation in tax controversies, education on taxpayer rights and responsibilities, and analysis of issues affecting low-income taxpayers. The clinic must establish a physical office location, employ or engage staff and pro bono panel members admitted to practice before Pennsylvania Courts, and maintain a Clinic Director position as the primary Department contact. Financial eligibility for client representation is determined using a Financial Eligibility Cap based on household composition: base income starting at $48,000 for single-adult households and $65,000 for two-adult households, increased by $17,000 per dependent and $13,500 per child under age six in daycare. Limited exceptions allowing representation above the cap require prior written Department approval.
Compensation is structured as 50% of the awarded bid amount upon delivery of a mid-point status report by February 1, 2027, and 50% upon delivery of a final status report by June 1, 2027, with payment contingent on timely submission and Department acceptance. The Department reserves the right to modify the statement of work with 60 days' notice.
Applicants must complete and submit three mandatory certification forms: Domestic Workforce Utilization Certification (certifying U.S. or WTO GPA-member-country labor), Worker Protection and Investment Certification (BOP 2201) confirming compliance with Pennsylvania labor and workforce safety laws, and Russia Belarus Certification (BOP 2401) confirming non-association with Russia or Belarus under Pennsylvania Act 57 of 2023. The performance location spans Dauphin County and Harveys Lake Borough, Pennsylvania.
