About this opportunity
The New York Department of State Office of Planning, Development, & Community Infrastructure is soliciting applications through the Consolidated Funding Application for projects implementing the Long Island South Shore Estuary Reserve Comprehensive Management Plan, with applications due October 26, 2026. This is a grant program, not a traditional procurement; eligible applicants are municipalities within the Reserve, soil and water conservation districts, federally recognized Indian nations, academic institutions, and not-for-profit 501(c)(3) organizations incorporated in New York and pre-qualified through the New York Statewide Financial System.
Applicants must comply with MWBE participation goals of 30 percent and Executive Order No. 16 certifications. The program makes approximately $2 million available from the NYS Environmental Protection Fund with a minimum award amount of $50,000 per project and no maximum specified. Matching funds are not required, and no preference is given to applicants providing matching funds. Applicants may submit multiple applications, with one application per project, and may be awarded for more than one project based on application score and funding availability.
Eligible projects target water quality improvement, mitigation of barriers to species migration in Reserve tributaries, marine debris removal, public access expansion, and natural resource restoration and shoreline resilience. Grant awards will be structured as State of New York Contracts for Grants with a maximum contract period of three years from an earliest start date of April 1, 2026. Eligible costs include personal services, non-personal services, equipment, project management, and grant administration capped at 15 percent of the award or $50,000, whichever is less; ineligible costs include indirect overhead, elected official salaries, taxes, insurance, contingencies, and tuition.
Applications are evaluated on a 100-point scale with a minimum threshold of 60 points; scoring criteria include Reserve Significance, Budget and Cost, Project Readiness, Local Capacity, Stakeholder Engagement, Program Significance, Partnerships, and Disadvantaged Communities status. Written questions are due September 17, 2026, with responses posted by October 1. An informational webinar is scheduled for September 10, 2026.
