About this opportunity
The Cooperstown & Charlotte Valley Railroad (CACV), a New York-based heritage railroad, is requesting quotes for locomotive wheel replacement services on an American Locomotive S4 #3051, with quotes due August 7, 2026 at 5:00 p.m. EST and questions due July 31, 2026. The project is funded through a New York State Department of Transportation Passenger Freight Rail Assistance Program (PFRAP) grant.
The scope includes reconditioning four axles with conversion from friction-type to roller bearings; boring, mounting, and installing eight new Fat 40" wheels on reconditioned axles; cleaning, inspection, and repairs to two truck assemblies and gear case with renewal or replacement of worn components; and basic overhaul of four 731 traction motors. The CACV will perform removal and reinstallation of truck and wheel assemblies using its own labor and 160-ton railroad crane. All replacement wheels, parts, and components must be domestically sourced when possible under Build America/Buy America requirements and must be free from defects for at least two years or 2,000 operating hours. Following completion, truck assemblies shall be painted black. Vendors may provide shipping to and from their repair facility, though the CACV reserves the right to arrange its own transportation.
The CACV will award to the lowest responsible quote meeting all specified requirements. Prevailing wage rates are not required. Minority enterprise participation goals have been waived under an In-Year Exclusion, though vendors are encouraged to utilize New York State-recognized minority enterprise firms. Payment is structured as 25 percent upon arrival at the repair facility, 50 percent upon repair completion, and 25 percent upon return to CACV, with invoices submitted no more frequently than every three weeks; alternative schedules with at least three invoice periods and no single invoice exceeding 50 percent of agreed cost are permitted. Work must be completed by December 31, 2026. Vendors may coordinate directly with Bruce Hodges to view the locomotive during the RFQ period.
