About this file

This is a Request for Quote (RFQ) issued by the Leatherstocking Railway Historical Society, doing business as the Cooperstown & Charlotte Valley Railroad (CACV), in partnership with the New York State Department of Transportation (NYSDOT) for locomotive wheel replacement services. The CACV seeks qualified vendors or contractors to replace all eight wheels on their four-axle American Locomotive S4 #3051, including reconditioning four axles with conversion from friction-type to roller bearings, installing eight new Fat 40" wheels, performing cleaning and repairs to truck assemblies and gear cases, and conducting basic overhauls on four 731 traction motors. The CACV will handle removal and reinstallation of truck and wheel assemblies using their own labor and 160-ton railroad crane. Quotes are due by 5:00 p.m. EST on Friday, August 7, 2026, submitted via email to Bruce Hodges and Carl Rode. Questions must be submitted by 5:00 p.m. EST on Friday, July 31, 2026, with responses issued by addendum by 5:00 p.m. EST on Tuesday, August 4, 2026. Interested vendors may coordinate directly with Bruce Hodges to view the locomotive during the RFQ period. All work should be completed on or before Thursday, December 31, 2026. The CACV reserves the right to award the contract to the vendor submitting the lowest responsible quote that meets all specified requirements.

The project is funded through a New York State Department of Transportation Passenger Freight Rail Assistance Program (PFRAP) grant awarded to the CACV in 2022 (NYSDOT PIN 9935.51.301, Contract #DR38946). Payment will be structured as 25 percent upon arrival at the repair facility, 50 percent upon repair completion, and 25 percent upon return to CACV, with invoices submitted no more frequently than every three weeks. The CACV may consider alternative payment schedules with at least three invoice periods and no single invoice exceeding 50 percent of the agreed cost. Prevailing wage rates are not required. Minority enterprise participation goals have been waived under an In-Year Exclusion (IYE), though vendors are encouraged to utilize New York State-recognized minority enterprise firms. Materials, parts, and components shall be domestically sourced when possible in accordance with Build America/Buy America requirements. All replacement products and parts must meet applicable specifications and be free from defects in materials and workmanship for at least two years or 2,000 operating hours. Vendors may provide shipping services to and from the repair facility, with the CACV reserving the right to use either the vendor's shipping services or its own.

(To be included in all contracts)

During the performance of this contract, the contractor, for itself, its assignees and successors in interest (hereinafter referred to as the "contractor") agrees as follows:

(1) Compliance with Regulations: The contractor shall comply with the Regulation relative to nondiscrimination in Federally assisted programs of the Department of Transportation of the United States, Title 49, Code of Federal Regulations, Part 21, and the Federal Highway Administration (hereinafter “FHWA”) Title 23, Code of Federal Regulations, Part 200 as they may be amended from time to time, (hereinafter referred to as the Regulations), which are herein incorporated by reference and made a part of this contract.

(2) Nondiscrimination: The Contractor, with regard to the work performed by it during the contract, shall not discriminate on the grounds of race, religion, age, color, sex or national origin, sex, age, and disability/handicap in the selection and retention of subcontractors, including procurements of materials and leases of equipment. The contractor shall not participate either directly or indirectly in the discrimination prohibited by 49 CFR, section

21.5 of the Regulations, including employment practices when the contract covers a program set forth in Appendix B of the Regulations.

(3) Solicitations for Subcontractors, Including Procurements of Materials and Equipment: In all solicitations either by competitive bidding or negotiation made by the contractor for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier shall be notified by the contractor of the contractor's obligations under this contract and the Regulations relative to nondiscrimination on the grounds of race, color, or national origin, sex, age, and disability/handicap.

(5) Sanctions for Noncompliance: In the event of the contractor's noncompliance with the nondiscrimination provisions of this contract, NYSDOT shall impose such contract sanctions as it or the FHWA may determine to be appropriate, including, but not limited to:

a) Withholding of payments to the contractor under the contract until the contractor complies; and/or

b) Cancellation, termination or suspension of the contract, in whole or in part.

(6) Incorporation of Provisions: The contractor shall include the provisions of paragraphs (1) through (6) in every subcontract, including procurements of materials and leases of equipment, unless exempt by the Regulations, or directives issued pursuant thereto.

The contractor shall take such action with respect to any subcontractor procurement as NYSDOT or the FHWA may direct as a means of enforcing such provisions including sanctions for non-compliance: Provided, however, that in the event a contractor becomes involved in, or is threatened with, litigation with a subcontractor or supplier as a result of such direction, the contractor may request NYSDOT to enter into such litigation to protect the interests of NYSDOT, and, in addition, the contractor may request the United States to enter into such litigation to protect the interests of the United States.
