About this opportunity

The City of Pasadena is soliciting proposals for a cloud-based location analytics and intelligence platform under an Informal Selection process, with proposals due September 16, 2026 at 3:00 PM and questions due September 4, 2026 at 5:00 PM. A local Pasadena business preference worth 5 points applies.

The platform must analyze foot traffic, behavioral trends, and socioeconomic data to assess event and tourism impact, identify economic development opportunities, monitor facility usage, and inform planning and zoning. Deliverables include near-real-time foot traffic data with integration into analytics and reporting within 72 hours of capture, access to historical data spanning at least three years, support for custom-defined geographic areas and comparative analysis, demographic and socioeconomic dataset integration, and end-user training (virtual instructor-led or on-demand video) plus standard technical support Monday through Friday, 9:00 AM to 5:00 PM Pacific Time. The solution must integrate with the City's IT environment, including Active Directory, Tyler Munis, and ESRI ArcGIS; vendors must acknowledge acceptance of the City's IT standards or provide detailed explanations for non-compliance. Vendors must demonstrate a minimum of five years' experience providing similar services and provide at least three references, preferably from public sector clients.

The contract term runs November 1, 2026 through October 31, 2027, with potential extension subject to price adjustment approval not exceeding the preceding 12-month Consumer Price Index rate. Pricing must specify unit costs for enterprise structures, per-module costs, and separate customer service charges if applicable; the City anticipates five concurrent users but requires scalability. Evaluation weights Software Capabilities at 35 percent, Cost Proposal at 35 percent (lowest-cost methodology), Company Experience at 10 percent, and Customer Support at 15 percent.

Vendors must comply with the City's Equal Employment Opportunity and Living Wage requirements (applicable if contract exceeds $25,000), submit a Unique Entity Identifier from SAM.gov, and provide within 10 calendar days of selection a W-9, Pasadena Business License, required licenses or certifications, and proof of insurance. Federal lobbying certifications under 31 U.S.C. Section 1352 and 44 C.F.R. Part 18 apply.
