Addendum 1 rescheduled the pre-bid meeting to July 28, 2026 at 1:00 PM EST and extended the question deadline to July 30, 2026 at 10:00 AM EST. The contract is subject to federal funds compliance requirements including domestic preference for U.S.-produced goods, Davis-Bacon wage rates, Equal Employment Opportunity standards, and debarment verification through SAM; county and local entities using this contract must consult with their federal funding agency for compliance.
The scope encompasses a four-year open-end master agreement for monthly rental of one 6,000-gallon or greater liquid cryogenic vessel and one 525-gallon or greater reserve tank, with estimated annual consumption of 5,200,000 cubic feet of liquid oxygen (5,200 units per 1,000 cubic feet), 52 annual deliveries with shipping and handling charges, and Certificates of Analysis/Conformance charges. The vendor must provide all labor and installation costs at no additional charge, including delivery, crane offloading, tank setup, piping installation, and regulatory documentation. Installation and testing must be completed within 40 calendar days of award. The vendor must establish a three-function alarm system, dual safety mechanisms with economizer circuits, maintain minimum 24-hour reserve capacity, provide vaporization adequate to usage requirements, and deliver standard orders within seven calendar days and emergency orders within three calendar days. Place of performance is Welch Community Hospital, 454 McDowell Street, Welch, West Virginia 24801.
Award will be based on lowest overall total cost. Vendors must complete pricing documentation in full across all four years or face disqualification. The West Virginia Purchasing Affidavit requires vendors to certify no outstanding state or local tax debts exceeding one thousand dollars in aggregate and compliance with employer default status restrictions.
