About this opportunity
The Lancaster Area Sewer Authority is soliciting sealed bids for the complete demolition of a 12-foot diameter steel lime silo and its surrounding superstructure located at the Blue Rock Water Resource Recovery Facility in Manor Township, Washington Boro, Pennsylvania. This public works construction project requires the removal of a silo that was installed approximately 35 years ago and is no longer needed following the Authority's transition to anaerobic digestion and sludge drying processes. Bidders must submit sealed bids online through the PennBid Program (www.PennBid.net) no later than April 16, 2026, at 11:00 a.m. prevailing time, at which point bids will be publicly opened and read aloud. Each bid submission must be accompanied by bid security equal to 10 percent of the total bid amount in the form of a certified check, bank check, or bid bond, with the lowest responsible bidder required to submit actual bid security documentation within three business days following bid opening. Site visits may be arranged by contacting Brian Wilcox at 717-344-5812, and all inquiries regarding the contract documents must be submitted through PennBid with no questions accepted via phone, fax, or direct email. The contract term specifies 90 calendar days for substantial completion and 110 calendar days for final completion, with liquidated damages assessed at $100 per calendar day for failure to meet these deadlines. Contract documents are available at no cost through the PennBid website.
The procurement does not specify set-aside designations or restrictions limiting eligible bidders to disadvantaged enterprises or other protected classes. All contractors must comply with Pennsylvania Prevailing Wage Act requirements, with applicable wage rates current as of February 25, 2026, ranging from approximately $41 to $107 per hour depending on worker classification. Contractors are required to provide performance and payment bonds, comprehensive general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, commercial auto liability coverage, and umbrella liability insurance of $10,000,000. No incumbent vendors or current contractors are identified in the procurement documents, nor are there references to existing infrastructure or technology requiring integration. The procurement documents do not specify a budget range or estimated award value; however, bid security requirements and insurance limits provide indicators of the project's anticipated scope and cost. The Lancaster Area Sewer Authority reserves the right to reject any or all bids and to waive any omissions, errors, or irregularities in submitted bids.
