About this opportunity
The City of Hallandale Beach, Florida is requesting proposals for comprehensive lime deposit removal and water treatment residuals management services at its Water Treatment Plant under RFP-25-26-14-LIME-DEPOSIT-REMOVAL, with proposals due September 14, 2026 at 11:00 a.m., and a non-mandatory pre-proposal conference and site visit on August 24 at 11:00 a.m. and 11:45 a.m. respectively. A 5-point local-vendor preference applies to the evaluation.
The scope requires the contractor to establish and operate an approved off-site processing facility (at no cost to the City) and manage all lime residuals and filter backwash generated by the WTP's lime softening process. Deliverables include collection and handling of newly generated residuals; temporary staging, conditioning, dewatering, thickening, drying, and stockpile management; management of all process liquids and runoff in compliance with federal, state, regional, and local environmental regulations; transportation and disposal to approved landfills with full documentation; and operation of temporary processing and storage facilities including erosion control, stormwater management, dust suppression, odor control, and site security. The contractor assumes full responsibility for securing property leases, permits, utilities, and site restoration. Work must be scheduled to minimize disruptions to potable water production.
The contract term is five years or until lime is no longer used in water treatment, whichever is earlier, with work commencing within 60 days of Notice to Proceed. The City reserves the right to cancel within thirty days of award with written notice.
The cost proposal is structured as two items: a lump-sum bid for off-site facility setup, operation, and restoration for each of five years, and a unit price per certified net ton for dewatering, drying, and disposal with estimated annual quantities of 4,100 tons.
Evaluation criteria are firm qualifications and experience (15 points), project team and operational capacity (10 points), environmental compliance (15 points), technical approach (20 points), cost proposal (15 points), and previous experience and references (20 points). Minimum qualifications include active incorporation through Florida SunBiz. Questions are due August 27 at 5:00 p.m.
