EXISTING LIME SOFTENING WATER TREATMENT PLANT CONDITIONS

The City of Hallandale Beach Water Treatment Plant (WTP) utilizes a conventional lime softening process to produce potable drinking water from the Biscayne Aquifer. The facility is designed to continuously treat groundwater by removing hardness, suspended solids, and other naturally occurring constituents through chemical softening, clarification, filtration, and disinfection prior to distribution throughout the City's potable water system. See Exhibit A.

WATER PRODUCTION, TREATMENT, AND DISTRIBUTION

The existing water treatment process consists of the following major facilities:

• Five (5) Biscayne Aquifer production wells supplying raw groundwater to the treatment plant.

• Two (2) lime softening reactors (clarifiers) where hydrated lime is introduced to chemically precipitate hardness minerals and suspended solids.

• Ten (10) rapid sand filters providing final clarification and removal of fine particulate matter following the softening process.

• One (1) clearwell providing treated water storage, disinfection contact time, and operational equalization prior to pumping.

• One (1) Transfer Pump Station conveying treated water throughout the treatment process.

• Three (3) onsite potable water storage tanks providing operational storage, emergency reserve capacity, and fire protection.

• One (1) High Service Pump Station delivering finished water into the City's potable water distribution system.

These treatment components operate continuously to provide reliable drinking water while generating residual solids associated with the lime softening and filtration processes.

RESIDUALS AND SOLIDS HANDLING SYSTEM

The lime softening process generates two primary residual waste streams:

• Lime sludge produced during the chemical softening process.

• Filter backwash water containing suspended lime solids removed during routine cleaning of the sand filters.

These residual streams are currently managed through the plant's existing solids handling facilities, consisting of:

• One (1) Backwash Recovery Basin.

• One (1) Sludge Pump Station.

• Approximately 1,400 linear feet of 6-inch force main.

• Chaves Lake residual storage and settling area.

The locations of the major treatment and residual handling facilities are illustrated in Figure 1.

Figure 1. Water Treatment Plant Main Components

EXISTING RESIDUALS HANDLING PROCESS

During normal plant operation, each rapid sand filter is periodically backwashed to remove accumulated suspended solids and maintain filtration efficiency. The resulting backwash water, consisting primarily of water with suspended lime solids and fine particulate material, is conveyed through the filter backwash drain piping to the Backwash Recovery Basin.

The Backwash Recovery Basin serves as the initial collection point for filter backwash flows prior to transfer to the adjacent Sludge Pump Station.

Simultaneously, sludge generated within each lime softening reactor is periodically discharged through dedicated blowdown piping into the Sludge Pump Station. The Sludge Pump Station combines both residual streams—including filter backwash water and lime sludge—and pumps the combined slurry through an approximately 1,400-foot-long, 6-inch force main to Chaves Lake for long-term settling and storage.

In addition to collecting treatment residuals, the Sludge Pump Station also receives overflow and drainage from the lime softening tanks during operational maintenance activities. A downstream connection to the same 6-inch force main is further utilized for draining the onsite potable water storage tanks when maintenance or inspection activities are required.

The existing system therefore functions as the central residuals conveyance system for virtually all water treatment process waste streams generated at the facility.

EXISTING LIME DISPOSAL SYSTEM

The existing residual management system was originally designed to direct dilute lime slurry to Chaves Lake for settling rather than to mechanically dewater or process the residuals onsite. This information is provided solely to describe the historical operation of the City's residual management system. Removal, excavation, dredging, dewatering, hauling, processing, or disposal of lime residuals previously accumulated within Chaves Lake is expressly excluded from the scope of this RFP and shall not be included in the Respondent's technical approach, staffing, equipment, schedule, or proposed price. Any future removal or dredging of accumulated material from Chaves Lake will be procured by the City under a separate solicitation or contracting process.

The approximate operating characteristics of the existing residual handling system are summarized and estimated below.

Characteristic Unit Approximate Value Average Daily Residual Flow Gallons per Day 75,000

Maximum Daily Residual Flow Gallons per Day 200,000 Peak Hourly Residual Flow Gallons 35,000 Backwash Recovery Basin Capacity Gallons 35,000

Residual flow rates vary depending on plant production, filter backwash frequency, lime softening operations, and maintenance activities.

OPERATIONAL CONSIDERATIONS

Because the Water Treatment Plant operates continuously to meet the City's potable water demand, uninterrupted operation of the residuals handling system is essential. Any interruption to the collection, pumping, or disposal of lime sludge or filter backwash water can adversely affect treatment plant operations, reduce available storage capacity, and limit water production.

Accordingly, the proposed improvements are intended to modernize the residuals management process by providing a more sustainable, efficient, and environmentally compliant method for handling lime softening sludge. The selected Contractor shall coordinate all work with the City's operations staff to ensure continuous plant operation while collecting, drying, transporting, processing, and disposing of all residual materials generated by the facility.

OWNER'S CRITERIA PACKAGE

The Contractor shall coordinate all work with the City's Water Treatment Plant operations staff to ensure continuous potable water production and uninterrupted operation of the existing treatment facilities throughout the duration of the Contract. Any required outages or tie-ins shall be scheduled in advance and approved by the City to minimize operational disruptions.

LIMITATIONS AND CONTRACTOR CONSTRAINTS

The Contractor is advised that all work shall be performed within a fully operational drinking water treatment facility that serves as the primary source of potable water for the City of Hallandale Beach. The WTP operates continuously to meet public water demand and cannot be taken out of service during construction or residual handling activities. Accordingly, all work shall be carefully planned, coordinated, and executed to maintain uninterrupted treatment operations, protect public health, and ensure compliance with all regulatory requirements. See Exhibit C.

The Contractor shall recognize that the City has limited available space within the Water Treatment Plant and Public Works Department (PWD) Compound. The Contract is intended to provide an off-site residual management solution rather than establish a temporary processing facility at the City's property.

The following limitations and requirements shall apply throughout the Contract:

GENERAL REQUIREMENTS

• The Contractor shall comply with all requirements, specifications, drawings, and provisions contained within the Contract Documents.

• The Contractor shall coordinate all work with the City's Water Treatment Plant personnel and shall provide advance notice of any activities that may affect plant operations.

The Contractor shall be solely responsible for all costs associated with acquisition, leasing, permitting, operation, utilities, maintenance, environmental compliance, security, restoration, and closure of the off-site processing facility. No separate payment shall be made for these activities.

• Maintain the facility in a clean, orderly, and safe condition throughout the Contract.

• Restore the property to its original or otherwise approved condition upon completion of the Work unless otherwise agreed by the property owner.

RESIDUAL PROCESSING AND OFF-SITE FACILITY REQUIREMENTS

The City recognizes that adequate space is not available at the Water Treatment Plant, the Public Works Department Compound, or the Chaves Lake property for long-term staging, mechanical dewatering, natural drying, processing, stockpiling, or storage of lime residuals. Accordingly, the Contractor shall be solely responsible for providing all facilities necessary to process, dewater, dry, stage, store, transport, and dispose of the residuals generated under this Contract.

The City's preferred approach is to maximize the reduction of water content within the residual stream prior to final transportation and disposal. Accordingly, the City strongly prefers that lime residuals be transported and disposed of in a dewatered or dried condition, rather than as untreated liquid or wet slurry, whenever practical and economically feasible.

The Contractor shall evaluate the characteristics of the City's lime residuals and develop a treatment methodology that maximizes solids concentration, minimizes moisture content, reduces hauling frequency, and lowers landfill disposal volumes while maintaining continuous operation of the Water Treatment Plant.

The Contractor may propose any combination of treatment technologies, including, but not limited to:

• Mechanical dewatering equipment.

• Geotextile dewatering systems.

• Belt filter presses.

• Screw presses.

• Centrifuges.

• Drying beds.

• Passive evaporation systems.

• Hybrid dewatering and drying systems.

• Other commercially proven technologies capable of achieving the project objectives.

The Contractor shall demonstrate that its proposed process provides a practical, reliable, and cost-effective solution for reducing residual moisture while maintaining regulatory compliance and minimizing the total life-cycle cost of hauling and disposal.

Although the City prefers dewatered or dried residuals for final disposal, the Contractor shall remain responsible for determining the most appropriate treatment process and equipment necessary to satisfy the performance requirements of this Contract. The City does not prescribe a specific dewatering technology; however, proposals shall clearly demonstrate how the selected treatment process will reduce transportation requirements, landfill disposal quantities, and overall operating costs.

The Contractor shall be solely responsible for identifying, securing, permitting, constructing, operating, maintaining, and restoring an off-site processing facility. At a minimum, the Contractor shall:

• Identify and secure an off-site property suitable for staging, dewatering, drying, processing, temporary storage, truck loading, and equipment operations.

• Obtain all property owner authorizations, lease agreements, easements, licenses, and access rights necessary to utilize the site throughout the Contract term.

• Provide all utilities, stormwater management, secondary containment, dust suppression, odor control, security, traffic control, and environmental protection measures necessary for safe operation.

• Maintain the facility in a safe, clean, and operational condition throughout the Contract.

• Restore the property upon completion of the Work in accordance with the property owner's requirements and all applicable regulations.

The City shall not provide land for staging, processing, drying, equipment storage, temporary stockpiles, contractor offices, maintenance facilities, or material storage.

Failure to obtain or maintain an approved off-site processing facility shall not relieve the Contractor of its contractual obligations and shall not constitute grounds for additional compensation or an extension of Contract Time.

DESIGN PHILOSOPHY

The Contractor shall design the proposed residuals management system with the objective of minimizing the volume of material requiring transportation and disposal. The proposed treatment process shall maximize solids recovery and moisture reduction while maintaining continuous operation of the City's Water Treatment Plant. Proposals should emphasize life-cycle cost effectiveness by reducing hauling frequency, lowering landfill disposal quantities, minimizing operational disruptions, and providing a reliable, sustainable residuals management program.

The City will evaluate proposed approaches based not only on technical compliance but also on the Contractor's ability to provide an efficient, economical, and environmentally responsible solution that achieves the greatest practical reduction in moisture content prior to final disposal.

This performance-based approach encourages innovation while ensuring the selected system delivers the lowest long-term cost of ownership for the City.

CONTRACTOR RESPONSIBILITY FOR OFF-SITE OPERATIONS

The City shall not provide land for:

• Contractor offices.

• Equipment staging.

• Material storage.

• Dewatering operations.

• Drying beds.

• Processing equipment.

• Temporary stockpiles.

• Residual storage.

• Truck parking.

• Maintenance facilities.

• Laydown areas.

The Contractor shall bear sole responsibility for selecting an appropriate off-site processing location and ensuring that the facility remains continuously available throughout the Contract period.

If the Contractor loses access to the approved off-site facility for any reason—including lease termination, regulatory action, property owner disputes, permit revocation, or operational deficiencies—the Contractor shall immediately secure an alternate approved facility at no additional cost to the City and without interruption to Water Treatment Plant operations. Failure to obtain, maintain, or replace an approved off-site staging and processing facility shall not relieve the Contractor of its contractual obligations, shall not constitute grounds for a change order or time extension, and shall not entitle the Contractor to additional compensation under the Contract.

The Contractor shall be fully responsible for all transportation, environmental compliance, permitting, security, maintenance, and operational costs associated with the off-site processing facility for the duration of the Contract.

COST PROPOSAL

The City intends to manage the lime to be staged and naturally or mechanically dried at an off-site location prior to final disposal, the disposal cost should be based on tons delivered to the disposal facility, not on cubic yards or gallons. Landfills invoice by weight, making this approach transparent and easy to verify using certified scale tickets.

BASE BID ITEM 1.1 - OFF-SITE STAGING AND DEWATERING FACILITY

Because adequate space is not available at the City's Water Treatment Plant or Chaves Lake property for staging, dewatering, drying, processing, or stockpiling lime residuals, the Contractor shall be solely responsible for providing an off-site processing facility.

Prior to mobilization, the Contractor shall:

• Identify and secure an off-site property suitable for staging, dewatering, drying, temporary storage, and loading of lime residuals.

• Obtain all property owner authorizations, lease agreements, easements, licenses, and access rights necessary to utilize the site for the duration of the Contract.

• Obtain all permits and regulatory approvals required for operation of the staging and dewatering facility.
