About this opportunity

The City of Plano, Texas is soliciting bids to furnish all labor, materials, equipment, and supervision to replace and upgrade internally lighted street name signs at 81 designated intersections, with bids due November 11, 2026.

The scope comprises removal of existing signage and installation of 353 new lighted street name signs: 10 four-foot units, 259 six-foot units, and 84 eight-foot units across the city. Work includes site assessment and verification, electrical connections, testing, traffic control, and site restoration. The contractor must complete 41 intersections in the first contract year (Fiscal Year 2026–2027), with the remaining 40 intersections completed through the contract end date of September 30, 2029. Standard performance is 9:00 a.m. to 4:00 p.m. Monday through Friday; night or weekend work may be requested based on location and traffic flow.

The City has allocated $1 million annually beginning Fiscal Year 2026–2027, with unused funds rolling over year-to-year; actual order quantities will be limited by this budgeted amount. All pricing must be all-inclusive, covering installation, removal, disposal, freight, delivery, and fuel surcharges with no additional charges permitted.

Bidders must demonstrate approximately five years of direct, successful traffic signal equipment installation experience and provide three project references demonstrating ability to meet contract schedules and budgets within seventy-two hours of City request. No subcontracting is permitted. The contractor must furnish a minimum of two 44-foot aerial-lift bucket trucks. Bid bonds of at least 5% of the total bid amount are required; for contracts over $50,000, payment bonds of 100% of contract price and performance bonds of 115% of contract price are mandatory.

Bidders must submit a Work History Form, Vehicle Worksheet, and specification sheets for housing materials with their proposals. Award will be made to the lowest responsive, responsible bidder meeting all specifications.
