Prime contractors must hold current Florida Licensed Utility Contractor certification, and all subcontractors must be licensed within their respective trades. Bidders must document five continuous years operating as the same legal entity and provide evidence of five comparable utilities and lift station replacement projects completed within the past five years. The District will consider pricing established by the State of Florida Department of Management Services through existing contracts and negotiated agreements.

The scope involves complete removal and replacement of the existing sanitary lift station, including demolition, installation of new precast concrete wetwell and valve vault structures, two 10-horsepower submersible pumps rated for 255 gallons per minute, new control panel, utility connections, site restoration, and comprehensive testing and certification. Work must conform to Pinellas County Utility Department standards, Florida Department of Transportation specifications (FY-2026-27 edition), AWWA standards, the 2023 Florida Building Code, and NFPA 70-2020 National Electrical Code. The electrical scope requires a new three-phase feeder with specified conductor sizes from an existing disconnect switch to the lift station, replacement of existing fuses with 50-ampere fuses, and surge protection devices.

The estimated contract value is approximately $485,000. The contract period is 60 calendar days from Notice to Proceed. A 10 percent contingency line item (excluding renewal options) must be added separately with no markup. Liquidated damages are $150 per calendar day for failure to meet the completion deadline. All materials carry manufacturers' standard warranties; work must be warranted free from defects for a minimum of one year from final completion. Bid and performance security are required, along with Certificates of Insurance meeting District specifications including $1 million per occurrence commercial general liability and statutory workers' compensation coverage.
