About this opportunity

Sacramento County's Department of Personnel Services Risk Management Office is requesting proposals for comprehensive liability claims adjusting and administration services from a qualified third-party administrator, with proposals due October 2, 2026. The county is self-insured for liability with a $2 million self-insured retention for general liability and full self-insurance for medical malpractice, with excess coverage through PRISM up to $35 million.

Bidders must hold a California licensed adjusting firm license, maintain an office within Sacramento County or within 35 miles driving distance of the County Administration building, and demonstrate at least 10 years of experience administering claims for California public entities. The principal adjuster must have minimum 10 years of experience with California public entities including law enforcement and employment practices claims; additional adjusters must have minimum 5 years of experience. At least three references are required.

The scope encompasses end-to-end administration of existing and new liability claims — currently approximately 750 new claims annually with 96 new litigated claims per year and 1,391 open claims — including investigations, reserve analysis, litigation management, settlement negotiations, payment processing, subrogation and recovery, legal administration, and regulatory reporting. The contractor must maintain a secure claims management information system with County staff access, coordinate with defense counsel, support Medicare reporting, and prepare annual reports for the Board of Supervisors. The contractor will manage a County checking account (imprest fund) with maximum $100,000 balance as a signatory. All work products become County property upon completion.

The contract term runs July 1, 2027, through June 30, 2030, with an option to extend for up to three additional years at County discretion. The current TPA agreement expires June 30, 2027. Bidders must submit responses including table of contents, executive summary, qualifications, detailed approach, exceptions, and two cost proposals (time and expense basis and flat fee). Attorneys' fees and allocated expenses remain the County's responsibility and should not be included in TPA fees.

Evaluation weighting is: overall responsiveness (15 points), qualifications and technical capability (20 points), approach and methodology (30 points), conformance to RFP expectations (10 points), and relative cost (25 points). The contractor must maintain commercial general liability of $2 million per occurrence, automobile liability of $1 million, professional liability of $2 million, cyber liability of $2 million, and workers' compensation with statutory limits.

General work description:

The Request for Proposal (RFP) seeks a qualified Third-Party Administrator (TPA) to provide comprehensive liability claims adjusting and administration services for the County of Sacramento's self-insured liability program. The selected contractor will work collaboratively with County Risk Management personnel to investigate, evaluate, negotiate, defend, settle, and resolve liability claims while ensuring timely reporting, cost-effective claim management, and compliance with County requirements, the Public Risk Innovation, Solutions, and Management (PRISM) Liability Claims Administration Standards, and applicable laws and regulations. The contractor will also provide strategic recommendations, maintain proactive communication, and support the County's objective of minimizing claim costs and liability exposure.

The scope of work includes end-to-end administration of existing and new liability claims, including prompt investigations, reserve analysis, litigation management, settlement negotiations, payment processing, subrogation and recovery efforts, legal administration, claims reporting, records management, and financial oversight. The contractor will maintain a secure claims management information system, provide County staff with access to claims data, coordinate with defense counsel and subject matter experts, support regulatory and Medicare reporting requirements, prepare annual claims reports for the Board of Supervisors, and participate in regular meetings with County staff to review claim strategies, identify trends, and recommend loss prevention initiatives. The contractor must also provide rapid local response capabilities for significant incidents and ensure continuity throughout contract transitions.

The successful proposer will demonstrate extensive experience administering liability claims for California public entities, particularly those involving public entity exposures such as law enforcement, employment practices, civil rights, and medical malpractice. Emphasis will be placed on the firm's technical qualifications, claims management processes, reporting capabilities, staffing, local support, financial controls, and overall methodology for delivering efficient, responsive, and high-quality claims administration services that protect the County's interests and ensure compliance with established standards and contractual requirements.
