About this opportunity

The City of Lewisville, Texas is requesting qualifications for a Construction Manager at Risk (CMAR) team to provide preconstruction and construction services for the Lewisville Nature Center project under a two-step CMAR selection process mandated by Texas Government Code Chapter 2269, Subchapter F, with qualifications due August 27, 2026 at 2:00 PM CST.

The scope encompasses an approximately 13,300 gross square feet facility including entry lobby, staff offices, multi-use classrooms, and exhibit hall, plus associated site work: outdoor classroom, playground, parking for approximately 82 vehicles, and trail access control. The construction-only project budget is approximately $10 million. The selected CMAR will begin preconstruction services on a date to be determined and will continue through construction completion.

Qualifications submissions must include one hard copy and one PDF file on USB drive or be submitted through the Bonfire portal; the maximum core submittal length is twenty single-sided pages or ten double-sided pages. No fee or cost proposals should be submitted at this RFQ stage. Candidates must demonstrate performance and payment bonding capacity sufficient to cover the proposed contract amount and provide financial documentation including balance sheets, profit and loss statements, and twelve-month certified financial statements from a CPA.

The RFQ evaluation uses a maximum of 200 points across firm qualifications and experience, project success demonstrated through three relevant examples from the past five years, and firm stability assessed through bonding capacity and financial strength. Pass-fail criteria require sufficient bonding capacity and financial stability; information indicating financial instability or below-average safety records subjects candidates to disqualification.

The City will short-list no more than five qualified candidates by September 3, 2026, who will then be invited to submit detailed proposals and participate in interviews scheduled for October 5 through October 9, 2026. Questions are due August 17, 2026 for the RFQ phase, with written responses distributed within three days.
