Lewisville Nature Center CMAR RFQ Summary

This is a Request for Qualifications (RFQ) issued by the City of Lewisville, Texas, for a Construction Manager at Risk (CMAR) to provide preconstruction and construction services for the Lewisville Nature Center project. The project encompasses an approximately 13,300 gross square feet facility including an entry lobby, staff offices, multi-use classrooms, and an exhibit hall, plus associated site elements such as an outdoor classroom, playground, parking for approximately 82 vehicles, and trail access control. The City is implementing a two-step CMAR selection process under Texas Government Code Chapter 2269, Subchapter F, with qualifications due by 2:00 PM CST on Thursday, August 27, 2026. Submissions must include one hard copy and one PDF file on USB drive or be submitted through the Bonfire portal. The City will short-list no more than five qualified candidates by September 3, 2026, who will then be invited to submit detailed proposals and participate in interviews scheduled for October 5 through October 9, 2026. The selection timeline includes question submission deadlines of August 17, 2026, for the RFQ phase and September 22, 2026, for the RFP phase, with written responses distributed within three days of each deadline.

The construction-only project budget is approximately $10,000,000, with the selected CMAR to begin preconstruction services on a date to be determined. Candidates must demonstrate performance and payment bonding capacity sufficient to cover the proposed contract amount and provide financial documentation including balance sheets, profit and loss statements, and twelve-month certified financial statements from a CPA. The RFQ evaluation uses a maximum of 200 points across categories including firm qualifications and experience, project success demonstrated through three relevant examples from the past five years, and firm stability assessed through bonding capacity and financial strength. Pass-fail criteria require sufficient bonding capacity and financial stability, with information indicating financial instability or below-average safety records subject to disqualification. No fee or cost proposals should be submitted at this RFQ stage. The maximum core submittal length is twenty single-sided pages or ten double-sided pages, and firms must comply with all federal, state, and local laws, including immigration verification requirements and the Immigration Reform and Control Act.
