About this opportunity

Colonial School District in Delaware is requesting proposals for the supply and installation of Level 3 UL 752 bullet-resistant frames and doors at three schools—Southern Elementary, Wilbur Elementary, and Colywck Elementary—with proposals due August 19, 2026 at 2:00 PM. The scope encompasses eight opening types using aluminum doors, fiberglass-reinforced polymer doors, and hollow-metal frames paired with wood doors, along with specified hardware including UL 752 bullet-resistant glass-clad polycarbonate, continuous hinges, door closers, and exit devices from manufacturers including Select, LCN, and Von Duprin. Installation must occur outside student hours at no additional cost; schools operate until 11:00 PM during the school year and during regular business hours in summer.

The contract period runs through January 1, 2029, with pricing guaranteed through that date and options for four additional one-year renewals by mutual agreement. The district reserves the right to award to multiple vendors and may add or drop buildings based on available funding. All labor must comply with Delaware prevailing wage rates. Bidders must submit a detailed pricing breakdown using the district's Excel pricing sheet, including model numbers, brand names, installed prices, specification sheets, warranty information, and hourly labor rates.

Evaluation criteria are weighted as follows: experience and reputation (20%), expertise and technical capacity (20%), pricing (30%), capacity to perform (20%), and geographic location (10%). All contractors with regular direct contact with children must provide criminal background checks and Child Protection Registry checks before commencing work. The bid deposit and performance bond are waived. The contract includes a funding contingency clause allowing the district to terminate with 30 days' written notice at no cost. The district permits use of the contract by other Delaware school districts, state agencies, and political subdivisions under identical terms and pricing. No pre-bid meeting is required.
