About this opportunity
The State of Louisiana, Coastal Protection and Restoration Authority (CPRA), is requesting quotes for the Levee Scour emergency shoreline protection project (CS-004A), which places net-wrapped round hay bales along an eroded levee section, with quotes due October 27, 2026 at 2:00 p.m. Quotes are submitted electronically by email. Contractors must hold valid Louisiana Heavy Construction licenses with the Coastal Restoration and Habitat Enhancement specialty classification to bid on contracts exceeding $50,000.
Bid items are mobilization and demobilization on a lump-sum basis; 225 net-wrapped hay bales measuring 4 feet by 5 feet with a minimum weight of 600 pounds; 450 units of 2-inch by 2-inch by 8-foot #1 southern yellow pine; and 5,800 linear feet of 1.25-inch zinc-coated steel strapping. Bales are installed in a curvilinear alignment along the shoreline. The contractor removes dead trees, trash, and debris that obstruct placement and disposes of them offsite. Tree and shrub cutting is limited to access, with stumps cut above the soil line and roots left in place. Clearing and grubbing are incidental to the work.
The attached solicitation places the project in Cameron Parish, while the listing's jurisdiction tags name East Baton Rouge Parish and Baton Rouge City.
The contract requires a performance and payment bond equal to 100 percent of the contract amount, with the surety on the U.S. Department of Treasury Financial Management Service List or meeting Louisiana insurance requirements. Work must be completed within 30 consecutive calendar days from the Notice to Proceed, with liquidated damages of $500 per day for delays. Davis-Bacon prevailing wage requirements apply, and a one-year guarantee period follows final acceptance. The owner reserves the right to reject any or all quotes, and contract execution is contingent upon the availability of state bonds or federal funds.
Opportunity text
The proposed shoreline protection measure is the placement of 4height X 5 diameter (+/- 4) net wrapped round hay bales along the edge of the shoreline, generally following the shoreline in a curvilinear alignment through the limits of the eroded/degraded levee section. Individual bales shall have a minimum weight of 600 lbs. Any obstructions (dead trees, trash, and debris) along the shoreline inhibiting installation of hay bales in the placement area shall be removed prior to placement and properly disposed of offsite. Clearing/trimming/cutting of trees and shrubbery for access to the shoreline should be minimized and shall not disturb or remove the root systems. Trees and shrubs identified as needing removal shall be cut above the soil line and roots left in place. Clearing and grubbing activities will be considered incidental to the hay bale installation.
