About this opportunity
The City of Carlsbad, California is requesting sealed bids for the Leo Carrillo Ranch Historic Stairs Replacement Project, with bids due September 17, 2026 at 11:00 a.m., and a mandatory pre-bid conference on September 8, 2026 at 10:00 a.m. Bidders must hold a Class B General Building Contractor or Class C-8 Concrete Contractor license and maintain active registration with California's Department of Industrial Relations at bid submission and throughout performance.
The scope encompasses rebuilding three historic stairways at Leo Carrillo Ranch Historic Park (a National Historic Landmark and California Historic Landmark No. 1020) adjacent to the Hacienda. Work includes replacing uneven rock treads with flat stones, installing concrete faux "red carpet" elements flush with stone treads, achieving consistent tread and riser dimensions, and replacing handrails. The contractor must install temporary railings compliant with California Department of Industrial Relations Section 3214 and California Building Code Section 1014, then remove temporary railings and install permanent railings. All work must comply with the California Historical Building Code, the Secretary of the Interior's Standards for the Treatment of Historic Properties, and the 2025 California Building Code.
The City prefers phased construction maintaining at least one stairway open during work to minimize impacts on park operations and visitor access. Contractors may propose closing all three stairways if demonstrating significant schedule or cost savings.
The agency estimate is $395,000. Prevailing wage requirements apply. Bid security of 10 percent of the total bid price is required; the successful bidder must furnish Labor and Material Payment Bond and Performance and Warranty Bond, each equal to 100 percent of the contract price. The contract bid and award period extends 90 calendar days from bid opening. The successful bidder must execute the contract and provide required bonds and insurance within 10 working days of receiving the Notice of Award.
Opportunity text
To minimize impacts on park operations and visitor access, the City would prefer to phase the construction so that at least one of the three stairways remains open at all times. However, if the contractor can demonstrate closing all three stairways will significantly reduce the overall construction schedule and/or project costs while maintaining safe pedestrian access, then the City may authorize temporary closure of all three stairways. See bid documents for additional information.
